Accelerating Land Clearance for the Tan Phu – Bao Loc and Bao Loc – Lien Khuong Expressways
On March 6, Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People’s Committee, chaired an online meeting with departments, sectors, and local authorities to review the progress of land clearance for the Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressway projects.

Progress in Site Clearance Achieves Positive Results
According to a report from the Provincial Land Development Center, the Bao Loc – Lien Khuong Expressway Project has a total length of 68.53 km and will require the acquisition of 471.17 hectares of land, affecting 2,470 households, individuals, and organizations.

As of now, the inventory and verification process for 2,441 of 2,470 dossiers has been finalized, achieving 98.83%. Of these, 2,427 dossiers have been submitted to local authorities for legal assessment. Local authorities have approved compensation and support plans for 2,332 dossiers, totaling VND 2,695.8 billion.

In terms of disbursements, the State Treasury has released VND 2,743.9 billion out of a total of VND 3,638.5 billion (75.4%). Compensation has been paid to 1,413 households, totaling VND 1,589.7 billion, which accounts for roughly 59%.
Site clearance activities have been implemented in many localities, including Ward 1 Bao Loc and Ward 2 Bao Loc, and the communes of Bao Lam 2, Hoa Ninh, Di Linh, Bao Thuan, Gia Hiep, Ninh Gia, Duc Trong, Tan Hoi, and Hiep Thanh.
Some localities have achieved relatively high disbursement rates, such as Ward 1 Bao Loc with over 80%, Duc Trong Commune with over 82%, and Hiep Thanh Commune with over 76%.

The Tan Phu – Bao Loc Expressway Project spans 53.88 kilometers and requires the acquisition of 393.61 hectares of land, affecting 918 cases.
To date, 820 cases have been documented, representing 89.32%, and 757 have been forwarded to local authorities for legal validation. Local authorities have approved compensation plans for 590 cases, totaling VND 610.77 billion.

The State Treasury has allocated VND 611.9 billion out of a total of VND 1,583.6 billion, achieving a disbursement rate of 38.6%. Compensation has been paid to 187 households, totaling VND 193.73 billion, which accounts for 31.7% of the total.
Focusing on Removing Obstacles and Accelerating Progress
During the meeting, local officials highlighted various obstacles to site clearance, including the absence of landowners who are difficult to reach for inventory tasks, incomplete legal documentation for the land, ownership changes across multiple parties, disputes over compensation amounts, and the lack of finalized resettlement areas for affected residents.

Moreover, certain localities encountered difficulties in verifying the origins of land, issuing land-use right certificates, and identifying households directly engaged in agricultural production in order to apply support policies.

During the meeting, Vice Chairman of the Provincial People’s Committee Nguyen Hong Hai urged departments, sectors, and local authorities to continue addressing challenges and obstacles in the site clearance process, especially those concerning land legal documents, compensation rates, and resettlement plans.
He highlighted that the timely issuance of land recovery decisions and the implementation of site clearance have a significant impact on numerous residents. Therefore, this process must be carried out accurately, quickly, and effectively, with clear plans in place to complete all tasks by March 2026.
The Vice Chairman also asked several localities to develop plans for conducting inventories in cases where landowners are absent, in accordance with legal regulations.
At the same time, local authorities should strengthen communication and mobilization efforts to gain public consensus for the project, urgently finalize procedures to accelerate compensation payments and site handover, and ensure conditions for implementing the two key expressway projects on schedule.
