Accelerating Two Key Expressway Projects
Lam Dong Provincial People’s Committee Chairman Ho Van Muoi has urged local authorities and relevant units to accelerate work on the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects.

On the afternoon of May 5, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi chaired a working session with relevant units to review the implementation progress of the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects and investment capital disbursement across localities.
The meeting was attended by leaders of departments and agencies, investors, construction units, and representatives from communes and wards along the two project routes.

The Tan Phu - Bao Loc expressway construction project is 66 km long and has a total investment of VND 18.002 trillion. The 55-km section running through Lam Dong Province includes 33 km of forest land and 22 km of land owned by organizations and individuals.
For the forest land section, the province has completed procedures to remove 33 km from forestry land-use designations. The remaining 22 km passes through five wards and communes, affecting 927 cases and requiring compensation for more than 393 hectares.

To date, the province has approved compensation for 590 of the 927 affected cases, with total compensation exceeding VND 610 billion, equivalent to more than 64% of the target. Relevant agencies are processing payments to households while reviewing and carrying out site clearance for priority construction areas.
During the working session, local authorities and relevant units reported on project progress, difficulties and bottlenecks arising during implementation. They also proposed solutions and pledged to speed up the projects in the coming period.

Regarding the project, Chairman of the Da Huoai Commune People’s Committee Luu Hong Long said the commune had handed over 50% of its 4-km site clearance area to the construction unit. The main obstacle facing the locality remains compensation rates for affected residents.
“For 37 households, the compensation difference amounts to approximately VND 3 billion. At present, the same project is subject to two different compensation rates applied at two different times. The commune will complete the remaining land inventory and legal document review by May 15. By June 30, we commit to handing over the entire 4-km site clearance area to the construction unit,” he said.

Addressing the issue, Phan Nguyen Hoang Tan, Director of the Department of Agriculture and Environment, said the department would compile comprehensive reports from all localities, not only Da Huoai, to identify specific compensation discrepancies. Based on the findings, it would advise the Provincial People’s Committee on timely solutions.
Regarding site clearance, Nguyen Viet Hai, Chairman of Son Hai Group’s Board of Directors, said it remains the biggest obstacle facing the investor.

"At present, we earnestly request Lam Dong to hand over the first 10 km of the project’s 66-km route. If these sections through Da Huoai Commune and Ward 2 of Bao Loc are handed over, capital disbursement for the project could exceed VND 3 trillion,” Hai said.
The Bao Loc - Lien Khuong expressway project, phase 1, is approximately 73.62 km long and has a total investment of VND 17.718 trillion. It passes through ten communes and wards, affecting 2,462 cases and requiring compensation for 537 hectares.
To date, the province has approved specific land prices and compensation, support, and resettlement plans for 2,332 of 2,417 cases, equivalent to 96.48%, with total funding exceeding VND 2.695 trillion.
Of these, 1,670 of 2,332 households have received payments totaling more than VND 1.899 trillion, reaching 84.4%. However, construction preparations at several sites committed by the investor have yet to meet requirements.
Local authorities have handed over most of the site clearance area for the project to the investor. For the remaining areas, communes and wards are continuing outreach efforts to build public consensus.
Nguyen Nhan Ban, Director of the Investment and Construction Project Management Unit No. 1, said priority site clearance sections had been clearly identified.

“For sections where land has already been handed over, relevant units must urgently mobilize sufficient machinery and manpower to accelerate construction. The guiding principle is to build as soon as the site is cleared. Contractors must uphold a strong sense of determination, step up implementation and organize additional shifts to make up for previous delays,” Ban urged.

Nguyen Ngoc Nghi, Deputy General Director of T&T Group and representative of the investor consortium for the Bao Loc - Lien Khuong expressway project, said the unit had proactively deployed sufficient machinery and personnel and was ready for immediate construction. He said the enterprise would work closely with local authorities on site clearance to accelerate project progress.
Concluding the working session, Provincial People’s Committee Chairman Ho Van Muoi emphasized that the two expressway projects are not only key provincial works but also nationally significant projects. He said all units and localities must fully recognize their strategic importance and remain resolute in site clearance efforts.

This is currently an urgent task. The entire political system must be mobilized with the highest determination. Everyone must work with the utmost dedication and effort, carrying out tasks on a daily and hourly basis, in the spirit that no further delays are permitted for these two projects.

He requested that departments, agencies, localities and relevant units strengthen close coordination on site clearance. The Land Fund Development Center was asked to deploy more officers to work directly with communes and wards at the grassroots level. Once documents are complete, they must be processed immediately to prevent any backlogs.

Provincial People’s Committee Chairman Ho Van Muoi requested the Investment and Construction Project Management Unit No. 1 to maintain an on-site presence, monitor progress daily, and promptly urge contractors to carry out construction in areas where site clearance has been completed.
The Department of Agriculture and Environment and the Department of Construction, together with local authorities, were asked to continue providing professional and technical guidance to resolve bottlenecks during implementation.
Regarding the investors, Provincial People’s Committee Chairman Ho Van Muoi requested that they mobilize more vehicles and machinery and organize additional shifts to accelerate progress. Wherever cleared land is handed over, construction must begin immediately without delay.
