Bao Loc - Lien Khuong Expressway: Construction Advances Wherever Land Is Cleared

Preparing for Large-Scale Construction

The Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects, with a combined length of nearly 140 km, are set to move into the extensive construction phase. With a total investment of VND 36 trillion, these projects are expected to reshape the socio-economic landscape of the province.

Focusing specifically on the Bao Loc - Lien Khuong section, which is approximately 73 km long and has a total investment of VND 18 trillion, construction efforts are rapidly picking up pace. Rather than employing a step-by-step method, contractors have opted to operate 11 construction teams at once. These fronts are making full use of the available time by turning newly handed-over land into leveled sites ready for the project’s technical components.

Along the project corridor, extensive areas of coffee plantations, farmland, homes, and other buildings have been cleared and leveled. Large open construction sites are being developed gradually. Well-known contractors like Phuong Thanh Company and Construction Corporation No.1 (CC1) are concentrating on constructing internal roads and mobilizing equipment and materials for the initial construction packages.

As the site clearance activities continue on a large scale, the principle of “wherever land is cleared, construction follows” has become the guiding principle for both local authorities and investors. This strategy not only aids in maintaining project momentum but also ensures optimal flexibility in the allocation of resources.

Representatives from the provincial Land Fund Development Center said that site clearance activities are proceeding at full speed. The Bao Loc - Lien Khuong project has finished asset inventories for 99.47% of affected cases, which amounts to 2,449 out of 2,462 files. Compensation plans for 2,332 cases, totaling VND 2.6958 trillion, have been approved.

The State Treasury has disbursed VND 1.899 trillion to 1,670 households, achieving 84.4% of the approved total. Authorities have also handed over 345.37 hectares of cleared land to investors, allowing construction machinery to enter the site.

Nevertheless, progress remains uneven across localities. While some regions have reached high rates of compensation payments, others, like Bao Lam 2 Commune, have only achieved approximately 50%.

Addressing Remaining Bottlenecks

Although there has been some positive development, the projects continue to encounter several significant obstacles. A primary concern is the lack of public agreement on the compensation rates for land and crops, as many locals feel that the offered prices are below market levels.

There are also additional legal issues that have hindered the compensation process, such as land use certificates being used as collateral for bank loans, ongoing land disputes, and properties changing hands multiple times without proper ownership documentation.

The delays in completing infrastructure in the designated resettlement areas of B’Lao Ward and Bao Lam 1 Commune have also affected residents’ willingness to hand over their land.

In order to tackle these challenges, the Land Fund Development Center said that it is collaborating closely with local authorities to confirm land origins and finalize additional compensation plans. Officials are also stepping up efforts to motivate residents to accept compensation payments and transfer priority sites.

While work on the Bao Loc - Lien Khuong section is progressing swiftly, preparations are also being made for the Tan Phu - Bao Loc expressway, which spans nearly 65.9 km with a total investment exceeding VND 18.002 trillion. Son Hai Group is quickly advancing the construction infrastructure for this project.

Although site clearance progress on this section remains limited, local authorities are speeding up procedures to hand over land as soon as possible. Three main construction fronts are expected to focus on the Km73-Km76 section, the Km108+800-Km114+300 section, and the Ly Thai To interchange area in Bao Loc.

Launched on June 28 and December 19, 2025, respectively, the expressway projects connecting Bao Loc - Lien Khuong and Tan Phu - Bao Loc are currently moving into the preliminary phase of construction preparation with positive indicators. The newly flattened red basalt land is expected to lay the foundation for stronger and faster growth in Lam Dong Province in the future.
