Building a Professional and Modern Lam Dong Red Cross for Humanitarian Service

On July 10, the Lam Dong Provincial Red Cross Society held its First Provincial Congress for the 2026–2031 term, bringing together 232 delegates representing Red Cross officials, members, and volunteers from across the province.

The congress was chaired and attended by Pham Thi Phuc, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Lam Dong Province, along with Tran Sy Pha, Member of the Standing Committee and Head of the Social Affairs and Disaster Management Department at the Vietnam Red Cross Society.

In attendance were Ngo Thanh Danh; K'Mak, who serves as a Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Council; Ha Thi Hanh, a Member of the Provincial Party Standing Committee and Vice Chairwoman of the Vietnam Fatherland Front Committee in Lam Dong Province; and Nguyen Minh, a Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and the former Honorary President of the previous Binh Thuan Provincial Red Cross Society.

This was the first provincial congress of the Lam Dong Red Cross Society following the merger of the Red Cross organizations of the former provinces of Lam Dong, Binh Thuan, and Dak Nong under the Party and State's administrative restructuring policy.

The congress represented a significant achievement, ushering in a new era for the provincial Red Cross Society as Lam Dong functions under a two-tier local government model and enters a new phase of development.

Additionally, the event honored humanitarian principles, fostered empathy, and reinforced the Society's position as the central entity in organizing humanitarian efforts and enhancing social welfare throughout the province.

During his opening comments, Nguyen Quang Minh highlighted that, after the provincial merger, Lam Dong has emerged as the largest province in Vietnam by land area, with a notably greater population and a growing array of humanitarian requirements.

He observed that these changes require the Society to transition from standalone charitable endeavors to fostering a sustainable humanitarian ecosystem, expediting digital transformation, improving resource coordination, and elevating the professionalism in humanitarian efforts.

According to the report presented at the congress, Red Cross organizations throughout the province successfully executed a variety of humanitarian initiatives and programs during the 2021–2026 period, providing assistance worth nearly VND 1 trillion to nearly 4.2 million beneficiaries.

These accomplishments showcased the combined efforts of government entities, businesses, supporters, officials, members, and volunteers in assisting disadvantaged and at-risk individuals while strengthening public trust in the organization.

Guided by the theme "Solidarity – Innovation – Digital Transformation – Development for Humanity," the congress assessed the implementation of the 2022–2026 resolution and established goals, tasks, and strategies for the 2026–2031 period.

Delegates also discussed measures to develop the Lam Dong Red Cross Society into a professional and modern humanitarian organization with stronger capacity to mobilize and coordinate resources in response to growing social welfare needs.

In her address to the congress, Chairwoman of the Vietnam Fatherland Front Committee Pham Thi Phuc encouraged the provincial Red Cross Society to keep innovating its approach and methods of operation, enhancing its role as a key organization in mobilizing and coordinating humanitarian resources, and evolving into a modern, professional organization that generates lasting social value.

She also urged Red Cross organizations at all levels to reinforce their collaborations with the Vietnam Fatherland Front, socio-political groups, government bodies, local authorities, businesses, and philanthropic individuals to ensure that social resources are mobilized, allocated, and used effectively, transparently, and without duplication.

Red Cross organizations at all levels should make humanitarian activities more practical and sustainable, shifting from short-term assistance toward long-term development support. At the same time, they should replicate innovative humanitarian models that contribute to the successful implementation of national target programs, sustainable poverty reduction, and new-style rural development.

During the congress, Tran Sy Pha recognized and commended the commitment and accomplishments of the officials, members, and volunteers of the Red Cross in Lam Dong.

The Vietnam Red Cross Society encouraged local Party committees and authorities to continue offering supportive policies and personnel assistance so that the provincial Society can enhance its coordinating role and advance humanitarian efforts in a rapid, sustainable, and inclusive way.

In a spirit of democracy and accountability, the congress appointed a 53-member Executive Committee for the term spanning from 2026 to 2031. Nguyen Thi Chin was chosen as the inaugural President of the Lam Dong Red Cross Society.

The congress also selected a delegation of 12 official delegates and two alternates to attend the 12th National Congress of the Vietnam Red Cross Society and unanimously adopted the congress resolution.
