Chairman of Lam Dong Provincial People’s Committee Calls for Eliminating Complacency in Implementing Key Economic Targets

Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi has requested provincial departments, agencies, communes, wards and special administrative zones to take more decisive action and resolutely address complacency and passivity in achieving socio-economic targets.

On the morning of May 21, leaders of the Lam Dong Provincial People’s Committee chaired a meeting to review the province’s socio-economic performance in May 2026, discuss key tasks for the coming period and resolve matters under provincial authority.

The meeting was attended directly by provincial departments and agencies and connected online to 124 communes, wards and special administrative zones across the province.

At the meeting, Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi emphasized that achieving double-digit GRDP growth poses major challenges for Lam Dong, particularly in public investment disbursement, investment attraction and state budget revenue collection.

In public investment, the province has already identified the root causes of existing problems. What remains is whether departments, sectors and localities are truly determined and decisive enough. From now on, all units must immediately eliminate the complacent mindset of waiting until the end of the year to accelerate disbursement. Every unit must act decisively and seriously review its responsibilities in carrying out this task.

The provincial leader also noted that although state budget revenue and investment attraction have shown positive signs, results still fall short of expectations. Heads of departments and sectors were asked to review implementation methods and accelerate procedures and documentation for approving investment projects.

For communes, wards and special administrative zones, local authorities were instructed to proactively support businesses conducting investment surveys in order to fully tap local potential and create favorable conditions for investors.

At the meeting, departments, agencies and localities focused on analyzing challenges and proposing solutions to achieve socio-economic targets and contribute to double-digit GRDP growth.

Regarding public investment disbursement, Director of the Department of Finance Ton Thien San stated that provincial leaders have already issued timely and decisive directives. The key task now is for localities and agencies to strictly implement those directives.

“In addition to ongoing projects, localities must proactively accelerate procedures, especially for the 149 newly registered projects. Once procedures are completed, implementation must begin immediately,” Ton Thien San proposed.

On the issue of double-digit GRDP growth, Director of the Department of Industry and Trade Nguyen Ba Ut said the department is reviewing 30 investment planning projects for the 2026–2030 period. Through this process, eight power projects with a combined capacity of more than 1,000 MW have been identified as eligible for appraisal.

“Two projects have already been submitted to the Provincial People’s Committee for appraisal and are expected to receive investment approval in June 2026. The remaining six projects are being accelerated for appraisal and are expected to be submitted in the second quarter of 2026,” Nguyen Ba Ut said.

He added that by July 2026, 15 projects in industrial parks and industrial clusters with a total investment of approximately VND 15 trillion are expected to begin operations, creating breakthroughs in industrial processing and manufacturing and contributing to provincial GRDP growth.

Regarding planning, Director of the Department of Construction Le Ngoc Tien said commune-level master planning remains slow due to difficulties faced by local authorities despite detailed guidance.

“To meet the required schedule, the Department of Construction commits to quickly appraise and approve projects once localities submit complete documentation,” Le Ngoc Tien affirmed.

Vice Chairpersons of the Provincial People’s Committee also requested departments, agencies and localities to closely follow growth scenarios, make timely adjustments and ensure targets are achieved. Local authorities were urged to coordinate with regional statistical offices to comprehensively review all revenue sources and growth potential in each locality.

Project investors were instructed to overcome obstacles and accelerate the construction of inter-level boarding schools in border areas to ensure completion before the new academic year. The Department of Construction was also assigned to directly support localities in preparing commune master plans.

Provincial leaders emphasized the need to accelerate administrative reform and improve governance indicators to enhance Lam Dong’s rankings in the near future.

Tourism authorities and localities were also instructed to implement tourism stimulus programs during the travel season and address issues such as aggressive solicitation and harassment of tourists that could negatively affect Lam Dong’s tourism image.

According to the assessment presented at the meeting, Lam Dong has mobilized all available resources during the first five months of 2026 to ensure stable growth momentum.

Key economic sectors continued to maintain positive growth. Agricultural production remained on schedule, industrial output recorded solid growth, and tourism promotion programs effectively attracted domestic and international visitors.

During the first five months of 2026, state budget revenue reached VND 14.9 trillion, equivalent to 46% of the annual estimate. The province attracted 48 investment projects with total registered capital exceeding VND 140 trillion, including 26 newly approved projects and 22 adjusted investment projects.

Total visitor arrivals reached nearly 8 million, up 20.42% year-on-year. International visitors totaled approximately 631,300, an increase of 23.33% compared to the same period last year. Tourism revenue reached nearly VND 2.2 trillion.

However, businesses continue to face operational difficulties. The implementation and resolution of obstacles related to non-budget investment projects remain slow, while public investment disbursement remains low at only 6.28%.

Administrative reform leadership in some agencies and localities has not yet been sufficiently decisive. The implementation of digital transformation tasks and the integration of national population and land databases with administrative reform efforts have also lacked synchronization and timeliness.

Concluding the meeting, Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi stressed that achieving double-digit GRDP growth will require significantly accelerating public investment disbursement.

Public investment disbursement must be carried out hour by hour and day by day. Provincial leaders will work directly and specifically with project management boards. The Department of Finance must urge localities to complete procedures and documentation for newly launched projects. Any project unable to disburse funds must immediately propose capital reallocation solutions.

The Chairman also requested the Department of Home Affairs to review local staffing needs and propose secondment of qualified officials to support land fund development centers in site clearance work. Departments, sectors and localities were instructed to accelerate disbursement for national target programs.

Regarding obstacles facing non-budget projects, the provincial leader instructed working groups and agencies to act more proactively, avoid delays and promptly complete documentation for matters within their authority.

“The list of projects has already been clearly identified. Vice Chairpersons of the Provincial People’s Committee must urgently step in and ensure final outcomes. Every obstacle removal effort must have a clear deadline and concrete results,” the Chairman emphasized.

Regarding personnel work, the Department of Home Affairs was assigned to review and advise on organizational restructuring. Departments and agencies were instructed to proactively introduce officials to strengthen grassroots operations and fill staffing shortages.

The Chairman also stressed the need to eliminate the practice of passing documents back and forth between agencies, which causes delays in administrative procedures.

Provincial departments and agencies were encouraged to minimize unnecessary meetings to save time. Instead, units should flexibly organize smaller working groups and issue detailed written instructions.

“Official documents are commands and must be implemented urgently to avoid delays in task execution,” Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi concluded.
