Community Digital Technology Teams Promote Grassroots Digital Transformation
Community Digital Technology Teams (CDTT) across the province, are gradually becoming more effective, helping bring Politburo Resolution No. 57 to life through grassroots digital transformation and the development of digital government, the digital economy and digital society.

Bringing Digital Transformation Closer to the People
With the motto “going to every alley and knocking on every door,” Community Digital Technology Teams in Quang Tan Commune, led by Youth Union members and young people, have visited villages and hamlets to provide residents with direct guidance on essential digital platforms, including online public services, the VNeID application, cashless payments and everyday apps. Team members also help elderly residents use smartphones and social media safely, gradually narrowing the digital divide within the community.
According to Nguyen Tien Toi, Secretary of the Quang Tan Commune Youth Union, 34 Youth Union members are currently participating in local Community Digital Technology teams. As core members, they serve as a bridge to bring digital technology closer to the people and promote digital skills at the grassroots level. Through practical activities, the teams not only provide technical guidance but also help residents change their habits and gradually develop a digital mindset in daily life and work.
Strengthening the role of Community Digital Technology Teams is essential to bringing digital transformation into everyday life. Beyond helping citizens access technology, the teams encourage the use of online public services, digital payments and essential digital platforms.
“Helping residents gain access to digital technology is a concrete step in putting grassroots digital transformation policies into practice. This underscores the pioneering role of young people and Community Digital Technology Teams in building a digital society,” Nguyen Tien Toi said.
Contributing to the Effective Implementation of Resolution No. 57
The experience in Quang Tan Commune underscores the vital role of Community Digital Technology Teams in bringing digital transformation closer to people at the grassroots level. To strengthen their effectiveness and help put Politburo Resolution No. 57 into practice, the Provincial People’s Committee issued Plan No. 5567 on April 23, 2026, on implementing Community Digital Technology Team activities across the province.
Under the plan, the teams serve as an “extended arm” of the Steering Committee for Science, Technology, Innovation and Digital Transformation, reaching every village and residential group. With the motto “go to every alley, knock on every door and guide every individual,” they help residents access and use digital platforms in a simple, practical way suited to local conditions, particularly in rural, remote and ethnic minority areas, helping narrow the digital divide between regions.
For 2026, the Provincial People's Committee has set ambitious targets: more than 80% of residents aged 14 and older will install and use Level 2 electronic identification accounts on VNeID; more than 54% of residents aged 18 and older will use online public services; 56% of residents aged 15 and older will register digital payment transaction accounts; and 20% of residents aged 14 and older will use e-commerce platforms.
The province also aims to encourage more than 91% of businesses, households and small traders to accept cashless payments through posted QR codes. Localities with traditional markets are required to launch at least one “Cashless Payment Market” model, while other areas must establish at least one cashless residential area or village.
The deployment of Community Digital Technology Teams marks an important step in putting Politburo Resolution No. 57 into practice at the grassroots level. When citizens can access, master and benefit from digital technology, digital transformation will become a driving force for building a people-centered government and accelerating local socio-economic development.
