Lam Dong is accelerating a comprehensive digital transformation program for the 2026–2030 period, aiming to reshape government operations and build a modern digital administration with faster, more transparent procedures for residents and businesses.

Declare once, use multiple times
In the 2026 - 2027 period, Lam Dong aims to significantly expand online public services, enabling citizens and businesses to complete administrative procedures in a fully digital environment. In the next stage, the system is expected to become almost fully comprehensive.
The key is not the percentage targets, but the new operational approach. Administrative records will be fully digitized, with data interconnected to minimize repeated declarations of the same information.
The principle of “Declare once, use multiple times” is considered a core reform, helping to shorten processing times and reduce compliance costs for both citizens and government agencies.

At the same time, the province is working to improve user experience in public services, prioritizing the satisfaction of residents and businesses over processing speed alone.
A key innovation in the coming phase is the integration of artificial intelligence into public service delivery. Lam Dong targets at least 70% of fully online public services to incorporate AI support in areas such as user guidance, initial information intake, and preliminary document processing, helping reduce administrative workloads and improve efficiency.
Restructuring operations
In the digital economy pillar, the most visible change is not only in long-term targets but also in a shift in business mindset. Digital transformation is no longer an optional trend but a mandatory requirement for businesses seeking to survive and expand their markets.

By 2030, Lam Dong aims for most local enterprises to operate in the digital environment across production, business activities, and transactions. Tools such as electronic contracts, digital payments, and online trading platforms are expected to gradually replace traditional methods and become the new operational standard of the economy.
With strengths in high-tech agriculture, tourism, and agro-processing, the digital economy is expected to play an increasingly important role in the province’s growth structure, serving as an additional driver for key economic sectors.
The digital workforce is also a key focus, projected to account for around 3% of the province’s total labor force, reflecting a broader shift toward technology- and data-driven employment.
If the digital economy represents the visible transformation, then data and technology infrastructure are defined as the backbone of the entire process.
Lam Dong continues to expand broadband telecommunications infrastructure, upgrade next-generation mobile networks, and gradually standardize internet connectivity toward greater stability and modernity. The priority is to build a centralized, interconnected data system across government agencies, replacing previously fragmented operations.

Data is being standardized under the principle of “accurate, sufficient, clean, and live,” serving not only management purposes but also supporting analysis, forecasting, and policy decision-making. Alongside this, data centers, cloud computing platforms, and shared systems continue to be developed to reduce duplication, optimize costs, and strengthen cybersecurity.
Although technology plays a central role, human resources remain the decisive factor. Lam Dong is focusing on training officials, civil servants, and public employees in data-related, technological, and digital skills, while expanding digital literacy programs for residents.
By 2030, Lam Dong aims to achieve at least 95% smartphone penetration among adults and ensure universal access to electronic payment accounts for residents aged 15 and older. The province also targets full 5G coverage to ensure seamless digital connectivity.
Rather than a purely target-based plan, Lam Dong’s 2026 - 2030 digital transformation strategy is being shaped as a comprehensive restructuring of operational methods, spanning government, businesses, and citizens.
