Digital transformation becomes a foundation for development

In implementing Resolution No. 57, Lam Dong has shifted its focus from simply digitising processes to advancing science, technology, innovation and the digital economy in a more integrated manner to strengthen governance and competitiveness.

After more than 18 months, key initiatives have been rolled out across the province. Investment in digital infrastructure continues, while specialised data networks, data centres and data integration and sharing platforms are gradually being upgraded.

The province's administrative procedure system has also been connected to national databases, helping shorten processing times and improve services for residents and businesses.

The introduction of the two-tier local government model following administrative restructuring has further highlighted the importance of digital transformation in ensuring smooth public administration. Digital management platforms, electronic document systems, online meetings and shared databases have improved coordination and administration from the provincial to local level.

Alongside infrastructure investment, Lam Dong is expanding and standardising its data systems. Sector-specific databases are gradually being developed to support data sharing, policymaking, public administration and digital services.

The shift is also gaining momentum in the private sector. Businesses are increasingly adopting management software, e-commerce, e-invoices, cashless payments and digital platforms to improve operational efficiency and competitiveness.

Provincial leaders have repeatedly stressed that digital transformation must deliver tangible results, be closely linked with administrative reform, innovation and the digital economy, with residents and businesses at the centre and development outcomes serving as a key measure of success.

At a recent meeting of the Steering Committee for the implementation of Resolution No. 57, Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and head of the province’s National Assembly delegation, called on agencies to shift from plan-based implementation to clear goals and concrete outcomes, and from reporting progress to reporting results.

He also urged greater efforts to put science, technology and digital transformation into practical use.

New driver for double-digit growth

To achieve its goal of double-digit economic growth in the 2026 - 2030 period, Lam Dong has identified science, technology, innovation and digital transformation as key new growth drivers, shifting from extensive growth towards a model built on productivity, innovation and technology adoption.

In agriculture, the use of high technology, sensors, digital data, traceability systems and e-commerce continues to expand, helping improve productivity, quality and product value.

In tourism, digital transformation is enhancing visitor experiences through online promotion, booking and payment platforms, as well as market data analysis. The development of a smart tourism ecosystem is also helping improve services and promote Lam Dong more effectively.

Across the business sector, innovation is becoming increasingly important to productivity and competitiveness. Many companies have adopted AI, Big Data, automation and digital management platforms, particularly in processing, logistics and commerce.

However, challenges remain, including uneven digital infrastructure, fragmented data, shortages of highly skilled workers, a limited number of science and technology enterprises, and underdeveloped research commercialisation.

To drive further progress, Lam Dong plans to strengthen digital infrastructure, develop shared data systems, foster an innovation ecosystem and improve workforce quality, while creating a more favourable environment for business investment in science and technology.

The province will also strengthen cooperation among government agencies, businesses, educational institutions and scientists to accelerate technology transfer and put research into practical use.

As implementation of Resolution No. 57 accelerates, Lam Dong is shifting from building digital foundations to delivering tangible value. Deeper integration of science, technology, innovation and digital transformation into governance, production and services is expected to boost productivity and competitiveness, supporting the province's double-digit growth target.
