Setting a “double-digit” growth target reflects a consistent viewpoint: rapid development must go hand in hand with sustainability; economic growth must be linked to improving people’s living standards, protecting the environment, and maintaining social stability.
At the same time, it serves as a measure of leadership and governance capacity at all levels, requiring coordinated efforts from the entire political system, the business community, and the public.

To achieve this goal, the province has identified three foundational strategic breakthroughs.
First is institutional reform and administrative reform, focusing on removing bottlenecks, simplifying procedures in a transparent and efficient manner, shortening processing time, and improving service quality for both citizens and businesses.

Next is the development of a synchronized and modern infrastructure system, particularly inter-regional transport networks, to expand development space and attract investment.
At the same time, the province will improve the quality of human resources, accelerate digital transformation, and apply science and technology in management and production to meet the demands of the digital economy.
These three breakthroughs serve as a crucial foundation, enabling rapid and sustainable growth in the medium and long term.

High-tech agriculture continues to play a central role, developing in a modern direction, increasing added value, promoting deep processing, and expanding markets.

Industry and construction are being developed selectively, with priority given to processing industries, energy, and sectors with high added value.

However, significant challenges remain, as some targets have yet to be met, project progress remains slow, and procedures related to investment, land acquisition, and site clearance continue to face obstacles.
In response, the province is focusing on removing bottlenecks in institutions, resources, and implementation as a key step toward achieving its growth targets.

From the outset of the period, detailed growth scenarios have been developed for each sector, field, and locality, clearly defining targets, timelines, and implementation responsibilities.

Notably, amid growth pressures as some targets fall short of expectations, provincial leaders have continuously held thematic meetings—even overnight sessions—to review progress and seek solutions, in the spirit of “no turning back,” with proactive, hands-on leadership that does not shy away from difficulties.
At the same time, the province is tightening administrative discipline, linking the responsibility of heads of agencies to performance outcomes, and requiring reviews to identify bottlenecks—especially in public investment disbursement, project implementation, and administrative reform.

The overarching approach is to act faster, more decisively, and more effectively, taking tangible results as the ultimate measure. This serves as the foundation for translating the “double-digit” growth target into concrete outcomes.

The province also focuses on removing difficulties for businesses, promoting the role of the private sector, and mobilizing social resources for development. Governance thinking is shifting strongly from “management” to “development facilitation.”
