Election of the 16th National Assembly Seen as Key Milestone for Vietnam’s Next Development Phase
The upcoming election of deputies to the National Assembly of Vietnam and members of People’s Councils at all levels for the 2026–2031 term is regarded as a significant political event taking place at a pivotal moment in Vietnam’s development trajectory.
According to Le Quang Manh, Secretary General of the National Assembly and Chairman of the National Assembly Office, Vietnam is entering a new stage of development after four decades of reform, with higher expectations for economic growth quality, national competitiveness and state governance effectiveness.

The 14th National Congress of the Communist Party of Vietnam clearly identified the task of continuing to comprehensively improve the socialist rule-of-law state; building institutions for sustainable, modern and transparent development; promoting industrialization and modernization on the foundation of science, technology and innovation; developing the digital economy and digital society; improving the quality of national governance; and proactively advancing comprehensive and in-depth international integration.
These objectives require a coherent, stable legal system with strong predictability, as well as a strict and effective mechanism for the assignment, coordination and control of state power. With its constitutional and legislative functions, its role in shaping the institutional framework for development, deciding major national issues, and exercising supreme oversight over the implementation of the Constitution and laws, the National Assembly holds a central position in state power and serves as the core driver of institutional reform.
Le Quang Manh, Secretary General of the National Assembly and Chairman of the National Assembly Office, said that the quality of the National Assembly’s operations directly affects the investment and business environment, public and business confidence, the effectiveness and efficiency of the state apparatus, and the country’s position in the international arena.
At the National Conference on the implementation of election work held on November 15, 2025, General Secretary To Lam emphasized that the election must be organized democratically, in accordance with the law, safely and economically, and must truly become a nationwide civic event for the people. This requirement is not only related to the organizational process but also conveys a deeper message: the quality of democracy and representation must be ensured from the stage of selecting candidates, as this is the starting point of the entire process of exercising state power in the new term.
Therefore, the election of deputies to the 16th National Assembly and members of People’s Councils at all levels for the 2026–2031 term is not merely a routine political event held every five years. It is a major national event in which the people directly entrust authority and select the most capable representatives to speak on behalf of more than 100 million citizens and decide on the country’s strategic issues over the next five years.
The success of the election will not be measured solely by voter turnout or compliance with legal procedures, but also by the quality of the elected representatives — individuals who possess integrity, intellect and a strong sense of responsibility for the new term.
The election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term marks the beginning of a new phase of institutional reform.
