Enhancing the Role and Status of Women in Lam Dong

Through the effective implementation of gender equality policies and laws, Lam Dong Province has recorded many positive changes, particularly in the development, training, and placement of female officials. These initial results underscore the province’s strong political commitment to enhancing the role and status of women, thereby contributing to sustainable development.

Efforts to implement gender equality policies in 2025 continued to yield encouraging outcomes, gradually bringing about clear improvements in awareness and action across the entire political system. Notably, greater attention has been paid to building a pool of female officials in connection with leadership planning at all levels, laying an important foundation for advancing women’s role and status in Lam Dong’s new development phase.

Breakthroughs in Female Cadre Development

One notable highlight has been the systematic development, training, and assignment of female officials in line with leadership planning for the 2021–2026 period and preparations for subsequent terms. Many localities and agencies have proactively appointed female officials to leadership and management positions or rotated them through practical assignments, enabling them to demonstrate their capabilities, gain experience, and prepare for greater responsibilities in the future.

Overall, awareness among authorities and sectors of the importance and position of female officials has improved markedly, helping to promote gender equality in the political sphere.

However, data on women’s participation in Party committees and elected bodies indicate that gaps remain. At the provincial level, women account for only 13.83% of the Provincial Party Committee and 7.69% of the Provincial Party Standing Committee. At the commune level, women make up 27.9% of Party executive committees and 20.1% of standing committees.

Female representation among National Assembly deputies from Lam Dong stands at 31.57%. Meanwhile, women account for 19.75% of People’s Council deputies across all levels for the 2021–2026 term, including 35.91% at the provincial level and 19.47% at the commune, ward, and special administrative unit levels.

Coordinated Action for Gender Equality

In implementing Prime Ministerial Decision No. 2282 on increasing women’s participation in leadership and management positions, the Lam Dong Provincial People’s Committee has issued an action plan for the 2021–2030 period. The plan focuses on training and capacity building for female officials in conjunction with leadership planning, while strengthening communication on gender equality.

As a result, women currently hold 22% of leadership and management positions at both department and division levels as well as their equivalents. Notably, 100% of female cadres, civil servants, and public employees are given opportunities to participate in annual professional, managerial, and political training programs.

Overall assessments show that women make up a significant proportion of the provincial workforce, providing a strong talent pool for leadership development, while the role of women in the political system continues to be increasingly recognized. Nevertheless, the proportion of women holding key leadership positions at provincial and commune levels remains low, and the number of ethnic minority women in leadership and management roles does not yet reflect their potential.

These challenges stem from both subjective and objective factors, including persistent gender stereotypes, family responsibilities, sector-specific constraints, and inconsistencies in planning, training, and utilization of female officials in some localities.

From practical experience, National Assembly deputy of the Lam Dong Delegation Trinh Thi Tu Anh emphasized:

“Women are not only a strong support base but also a vital driving force for sustainable national development. Strategic and comprehensive policies are needed to enhance women’s role in the political system, with proactive planning, training, and the courage to assign female officials, especially to positions involved in policymaking.”

She also emphasized the need for a flexible approach in adjusting gender equality targets to suit local conditions, particularly in provinces with strengths in high-tech agriculture such as Lam Dong.

Acknowledging the province’s efforts, Nguyen Thi Kim Thuy, Vice Chairwoman of the National Assembly’s Committee for Culture and Social Affairs, praised Lam Dong’s leadership and guidance in implementing gender equality policies and laws. She called on the province to continue strengthening resources, enhancing supervision and communication, and integrating gender equality goals with socio-economic development and digital transformation.

The achievements recorded in 2025 indicate that Lam Dong is on the right track in promoting gender equality. However, enabling women to fully realize their potential and contribute more significantly to the province’s sustainable development will require stronger, more coordinated, and sustained efforts from the entire political system in the coming period.

Currently, Lam Dong has 49,222 female cadres, civil servants, and public employees out of a total workforce of 82,001, accounting for 60%. Of these, 5,491 are ethnic minority women, representing 12%. Notably, 86 out of 151 agencies have women holding key leadership positions, equivalent to 57%, approaching the targets set out in the provincial plan. This represents an important resource base for the long-term development of female leadership in Lam Dong.
