Expanding Employment Opportunities in Hoai Duc

With a focus on developing trade and services as key sectors, Hoai Duc Commune has invested in infrastructure to attract businesses while promoting vocational training and job creation to improve local incomes.

Rubber tapping is currently a stable source of income in Hoai Duc

For many years, Hoai Duc has developed a raw rubber processing chain with more than 10 factories and hundreds of fresh latex collection points, creating jobs for a large number of unskilled workers. Notably, Binh Thuan Rubber One-Member Company has operated for over 42 years, providing stable employment for hundreds of local workers.

According to its General Director Pham Nguyen Khang, the company employs 600 people, including 540 direct workers, operating four production lines and managing 5,000 hectares of rubber plantations. The average income is about VND 12.8 million per person per month.

In another sector, Nguyen Quoc Bao from Duc Tai 6 Hamlet runs a trading and service company producing nail accessories and cosmetics, with products sold on e-commerce platforms such as TikTok and Shopee. Each year, he recruits more than 10 workers and purchases raw materials from local farmers. “I used to be unemployed, so I understand the hardship. By starting a business, I want to create jobs and stable incomes for local people as a small contribution to my hometown,” he shared.

These are just two among hundreds of businesses and households in Hoai Duc that provide stable jobs and increase incomes for residents. According to the commune authorities, there are currently 137 enterprises and 1,741 business households operating across various sectors, gradually expanding and creating significant employment opportunities. Many residents also have stable jobs in aquaculture, livestock farming, and agricultural services.

The commune has 1,634 people of working age. In recent years, it has organized vocational training for 1,617 people in fields such as bartending, livestock farming, rubber tapping, garment production, leatherwork, cooking, and baking. Since 2025, about 600 people have been placed in jobs, reaching 120% of the plan.

Creating jobs for rural workers requires multiple solutions, with the development of markets, retail outlets, and trading services playing a key role in expanding local employment opportunities, especially for women and middle-aged workers. As a result, rural residents are no longer entirely dependent on agriculture and now have more options in services, trade, or employment with enterprises. In addition, greater efforts are needed to boost agricultural product consumption, expand production, and develop supporting services to create indirect jobs and accelerate labor restructuring.

In recent years, the growth of commerce has brought positive changes to the socio-economic life of Hoai Duc residents. The expansion of markets, shops, and services has created more jobs, diversified livelihoods, and generated indirect employment through activities such as purchasing, processing, transportation, and packaging. This has improved incomes, living standards, and access to education, healthcare, and social welfare, while gradually shifting labor toward trade and service sectors in line with modern economic trends.
