Focus on resolving difficulties facing non-state funded investment projects

On the afternoon of May 28, Vo Ngoc Hiep, Vice Chairman of the Provincial People's Committee and Head of Working Group No. 3, chaired a working session with relevant departments, agencies, localities, and units to review and address difficulties and obstacles facing non-state-funded investment projects in Lam Dong province.

According to the Department of Finance, the working Group No. 3 currently focus on resolving difficulties facing 103 projects across various sectors, including tourism, energy, high-tech agriculture, urban infrastructure, environmental protection, and services.

So far, the group has processed 20 projects. Of these, seven have had their obstacles removed and are eligible to resume implementation, while 13 have been removed from the monitoring list because they either no longer face difficulties or fail to meet the regulatory requirements for continued implementation.

Currently, the working Group No. 3 continues to monitor and handle 75 projects that still face difficulties related to land, planning, site clearance, financial obligations, and investment procedures.

At the working session, delegates reviewed the implementation progress of several non-state-funded investment projects facing obstacles related to land procedures, site clearance, planning, adjustments to investment policy approvals, land-use conversion, construction procedures, and relevant legal regulations.

Representatives from enterprises and investors reported on difficulties and obstacles encountered during project implementation and requested support from departments, agencies, and localities in resolving pending administrative procedures to speed up project progress. Many participants said overlapping legal regulations and lengthy procedures had delayed implementation schedules and increased costs for businesses.

Based on feedback from participating units, leaders of departments and agencies discussed and clarified the causes of each outstanding issue, while proposing solutions within their authority for each specific project. For matters beyond their authority, the units will continue compiling information and submit recommendations to the Provincial People's Committee for consideration and resolution in line with regulations.

In his concluding remarks at the working session, Vice Chairman of the Provincial People's Committee and Head of Working Group No. 3 Vo Ngoc Hiep emphasized that addressing difficulties facing non-state-funded investment projects is essential to promoting socio-economic development, mobilizing investment resources, creating jobs, and increasing local budget revenues.

He urged departments, agencies, and localities to strengthen their sense of responsibility, coordinate proactively in handling related tasks, and avoid shifting or evading responsibility in ways that could affect the province’s investment environment.

The Vice Chairman of the Provincial People's Committee asked relevant units to continue reviewing each project and focus on resolving difficulties within their authority, while providing stronger guidance and support for enterprises in completing documents and procedures in accordance with regulations. For long-delayed projects, the causes and responsibilities of the parties involved must be clarified so that appropriate measures can be taken.

He also asked investors to proactively coordinate with functional agencies, fully meet their financial obligations, and concentrate resources on accelerating project implementation once difficulties and obstacles are removed, thereby contributing to the province’s socio-economic development in the period ahead.
