Human Resources Power Lam Dong’s Technology-Driven Growth
Lam Dong is accelerating efforts to build a stronger workforce in science, technology and innovation by expanding its pool of experts and scientists and strengthening training in artificial intelligence and digital skills, laying the foundation for a new growth model.
Putting Knowledge into Practice
Following the implementation of Politburo Resolution No. 57-NQ/TW and the introduction of the two-tier local government model, Lam Dong has focused on streamlining and strengthening its state management system for science, technology and digital transformation.
At the same time, the province has been gradually building an innovation ecosystem, promoting research, technology application and transfer, while placing greater emphasis on human resource training and development. Particular attention has been given to improving digital skills among officials and residents through the “Digital Literacy for All” movement.
Lam Dong’s science, technology and innovation workforce is now active across a wide range of fields and is making an increasingly significant contribution to socio-economic development. The province currently has two professors, more than 25 associate professors and over 160 doctorate holders, most of whom work at research institutes, universities, colleges, science and technology organizations, educational institutions and healthcare facilities.
These professionals are involved in research and applications across a broad range of areas, including high-tech agriculture, biotechnology, information technology, digital transformation, agricultural processing, environmental protection, energy, tourism, finance, education and healthcare.
During the 2020–2025 period, scientific and technological research and application were carried out on a broad scale through 152 science and technology projects, focusing on key areas including agricultural sciences, engineering and technology, natural sciences, social sciences and humanities, and medicine and pharmacy.
Notably, 45% of science and technology research results were put into practical use within 12 months of project completion and acceptance, while 20% of businesses applied research findings from institutes and universities in their production and business operations. These results provide a basis for the province to further engage experts and scientists in addressing practical challenges.
Alongside human resource development, Lam Dong has also strengthened its network of science and technology organizations and enterprises. The province currently has 5.65 people working in scientific research, technology development and innovation per 10,000 residents.
This workforce has contributed to the establishment of 16 science and technology enterprises, 57 science and technology organizations, incubators and support organizations for innovative startups, helping to gradually shape the province’s innovation ecosystem.
In intellectual property development, Lam Dong has secured protection for 96 community-based intellectual property assets, including 37 certification marks, 54 collective marks and five geographical indications. In addition, 6,336 regular trademarks, 519 industrial designs and 24 inventions have been granted protection.
Expanding Opportunities for Technology Talent
In recent years, Lam Dong has continuously rolled out programs to support the innovation and startup ecosystem, targeting students, youth union members, young people and startup businesses. The province has also organized training and capacity-building courses for state management officials, startup coaches, lecturers and innovative entrepreneurs.
These efforts have helped expand the pool of high-quality human resources while creating an environment in which ideas, initiatives and research findings can be translated into practice.
The province has also stepped up scientific and technological research, application and transfer; supported businesses in technological innovation, digital transformation and intellectual property development; and strengthened links between science and technology organizations and enterprises to promote research, innovation and the commercialization of research results.
Greater attention has also been given to identifying, nurturing and supporting intellectuals and scientists through technical innovation and startup competitions.
During the 2020–2025 period, the province organized nine technical innovation contests and 18 creativity competitions for children and young people. It also provided consultation, social review and appraisal for 31 provincial projects, plans and policies.
Through these activities, many individuals and organizations with valuable initiatives, research projects and technical solutions have been identified and further supported, helping strengthen the province’s science and technology workforce.
Lam Dong has also expanded cooperation with domestic and international research institutes, universities, businesses and localities in the areas of research, technology transfer and human resource training. A wide range of scientific conferences, seminars and technology exhibitions have been organized, creating more opportunities for experts, scientists, businesses and investors to connect.
In digital capacity development alone, the province has organized 19 training courses on the operation of shared information systems for more than 11,000 officials, civil servants and public employees. In 2025, AI training programs were provided to 276 officials in leadership and management positions, more than 6,200 officials and civil servants, over 400 businesses, and nearly 4,100 officials and Party members.
In 2026, the province continued to organize three AI training courses for about 1,240 commune-level officials, civil servants and public employees. These efforts have gradually strengthened digital skills among the public workforce, businesses and residents, laying the foundation for the development of digital government, the digital economy and a digital society.
Lam Dong is closely linking human resource development with research, technology application and the development needs of businesses and localities. Cooperation programs, along with national and international scientific conferences and seminars, continue to expand opportunities for experience sharing, expert networking and access to new knowledge.
Building on this foundation, Lam Dong is gradually improving the quality and structure of its human resources in science, technology, innovation and digital transformation, enabling the province to better meet the demands of a new stage of development.
