Lam Dong Accelerates Adjustments to Two Strategic Expressway Projects

On June 12, Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People's Committee, chaired a working session to review progress on proposals to adjust investment policies and upgrade the two expressway projects to their full design scale.

According to Project Management Unit No. 1, provincial authorities and relevant agencies have repeatedly urged investors to finalize adjustment dossiers. However, progress has remained slower than expected.

Expanding Capacity for Future Transport Demand

For the Tan Phu – Bao Loc Expressway, investors and consultants have completed the revised investment proposal and submitted it for review. The adjustment includes expanding the roadbed from 17 meters to 22 meters, adding continuous emergency stopping lanes, widening bridges and upgrading supporting infrastructure. The project's total investment is expected to increase by approximately VND 1.22 trillion, excluding financing costs.

Meanwhile, the Bao Loc – Lien Khuong Expressway proposal seeks to expand the roadbed from 17 meters to 24.75 meters while adding continuous emergency lanes, new interchanges and supporting works to improve traffic capacity and safety. The total investment is projected to rise by about VND 3.17 trillion, excluding loan interest. Investors have also proposed extending the implementation schedule, with completion and operation targeted for the fourth quarter of 2028.

Addressing Bottlenecks in the Adjustment Process

During the meeting, provincial departments reported on appraisal progress and identified challenges in finalizing the adjustment dossiers, particularly issues related to land clearance costs, additional investment capital requirements and financial planning.

Despite these challenges, provincial authorities emphasized the need for close coordination among investors, consulting units and government agencies to ensure that all procedures are completed in accordance with regulations.

Strategic Projects for Regional Connectivity

Concluding the meeting, Vice Chairman Nguyen Hong Hai stressed that the two expressways are strategic transport infrastructure projects with significant importance for Lam Dong Province and the Central Highlands region. Investing in the projects at their full design scale from the outset, he said, would improve long-term operational efficiency, meet future transport demand and avoid costly upgrades after construction.

He instructed investors to quickly finalize revised investment proposals and feasibility studies while working closely with Project Management Unit No. 1, the Department of Construction, the Department of Finance and other relevant agencies to complete the required procedures.

Toward a Continuous Expressway Corridor

Provincial departments were also tasked with accelerating appraisal processes once complete dossiers are submitted, ensuring timely recommendations for approval and keeping the project on schedule in line with Government and provincial directives.

Removing administrative bottlenecks and shortening processing times have been identified as key priorities in developing a seamless expressway corridor connecting Dau Giay, Tan Phu, Bao Loc and Lien Khuong, creating a stronger transport network for regional development in the years ahead.
