For the commercial urban and service projects in the Ham Tien – Mui Ne area (Zones I, III, IV, and V), a number of key procedures have been carried out.

Specifically, the Ham Tien – Mui Ne New Commercial Urban and Service Area (Zone I) has been approved in principle, covering 47.59 hectares and a total investment of over VND 7.5 trillion. The Land Development Center is now preparing a land-use rights auction plan to select an investor, but the plan has yet to be approved, delaying the auction.

For Zone III (218.87 hectares), several implementation steps have been completed, including investment policy approval, investor selection, land allocation, and the first phase of land leasing covering more than 511,646.7 square meters. Land inventory, compensation, and site clearance efforts have been initiated, but challenges remain in land recovery, affecting overall progress.

Meanwhile, Zones IV (193.79 hectares) and V (157.14 hectares) have also received investment policy approval, with total investment capital amounting to tens of trillions of dong. These projects are currently in the bidding stage for investor selection. To date, local authorities have completed the selection of consultancy units to prepare bidding documents, though difficulties remain in finalizing these documents, requiring further guidance and solutions from relevant departments.

Key priorities include completing legal procedures related to investment, land, and environmental matters; developing and approving proposals related to eco-tourism and forest environment leasing; reviewing land funds; and accelerating compensation, support, resettlement, and site clearance.

At the same time, localities are coordinating with departments and agencies to urgently develop land-use rights auction plans and finalize bidding documents to select investors for eligible projects.

At the working session, representatives from departments, sectors, localities, and relevant units exchanged views and clarified various issues related to project progress and practical challenges.
