As Lam Dong implements its socio-economic development objectives for the 2026–2030 period, public investment continues to play a crucial role as a macroeconomic policy tool, driving growth, improving infrastructure, enhancing competitiveness, and attracting non-budget investment resources.

Despite challenges including slow site clearance, fluctuating construction material prices, unstable material supplies, and difficulties arising from administrative restructuring, the implementation of the 2026 public investment plan has achieved encouraging initial results.

According to the Provincial People’s Committee, as of June 16, 2026, Lam Dong’s total public investment plan exceeded VND 20.115 trillion. Of this amount, more than VND 15.847 trillion came from the state budget, including VND 2.634 trillion from the central budget and VND 13.213 trillion from local sources.

By June 16, total disbursement of the 2026 public investment plan, including capital carried over from 2025, had reached more than VND 3.036 trillion, equivalent to 15.09% of the annual target.
Progress Recorded in Major Infrastructure Projects
The report noted that the province currently has 21 key projects, including 11 state-funded projects, two public-private partnership (PPP) projects, and eight privately funded projects.

The total capital allocation for key projects in 2026 stands at VND 8.171 trillion, including more than VND 1.704 trillion carried over from 2025. Of the total, over VND 3.287 trillion is managed by the central government and more than VND 3.179 trillion by the province.
As of June 17, centrally managed projects had disbursed VND 153.5 billion, reaching 4.67% of the plan, while provincially managed projects had disbursed VND 581.4 billion, equivalent to 11.9% of the plan.

Projects with relatively high disbursement rates include the upgrade of National Highway 27 from Krong No Bridge to Chuoi Pass (76.8%), the renovation of National Highway 28 between Di Linh and Gia Nghia (30.38%), land clearance for the Bao Loc–Lien Khuong Expressway (17.45%), the Gia Nghia–Bao Lam strategic road project (14.7%), and land clearance for the Tan Phu–Bao Loc Expressway (11.7%).
Meanwhile, several projects recorded low disbursement rates, including the Gia Nghia–Chon Thanh Expressway land clearance component (5.63%), frontage roads and overpasses along the route (0.39%), the Da Lay–Da Si irrigation canal system (0.7%), while no funds had yet been disbursed for the North–South High-Speed Railway land clearance project and Phase 2 of the KaZam reservoir canal system.

Significant progress has been made in site clearance for major projects.
For the Bao Loc–Lien Khuong Expressway, authorities have completed surveys for 2,452 of 2,464 cases (99.51%), approved compensation plans for 2,335 cases worth over VND 2.734 trillion, paid more than VND 2.038 trillion to 1,825 households, and handed over nearly 356 hectares of cleared land to investors.

For the Tan Phu–Bao Loc Expressway, compensation has been approved for 362 households totaling more than VND 201 billion, although approximately 369 households are still awaiting compensation approval.
The Gia Nghia–Chon Thanh Expressway land clearance component faces significant challenges, with compensation, support and resettlement costs projected to rise from about VND 450 billion to nearly VND 630 billion. Total project investment may increase from VND 662 billion to more than VND 838 billion.

Delegates discussed obstacles affecting project implementation and public investment disbursement, focusing particularly on compensation, resettlement and land clearance difficulties; delays in legal and investment procedures; coordination issues following administrative restructuring; and shortages of human resources for key tasks.

In his remarks, Provincial Party Secretary Y Thanh Ha Nie Kdam emphasized that 2026 marks the first year of implementing the Provincial Party Congress Resolution for the 2025–2030 term and the beginning of the province’s goal of achieving double-digit economic growth.

Departments, sectors and localities must thoroughly assess socio-economic development results achieved during the first six months of the year, identify shortcomings and solutions, and review key tasks assigned by the central government to ensure the province achieves its 10% growth target in 2026.

Regarding the draft socio-economic report for the first half of 2026, which will be submitted during a working session with the Prime Minister, the Provincial Party Secretary requested provincial authorities and departments to urgently review and refine the report to ensure accuracy and practical relevance.
The report should clearly highlight achievements, identify bottlenecks, and propose solutions and recommendations to stimulate growth and maximize investment efficiency across the province.

Regarding public investment disbursement, the Provincial Party Secretary called for clear assignment of responsibilities to agencies, investors and local authorities, while establishing specific targets for the third and fourth quarters of 2026 and up to January 31, 2027.
For key projects, agencies were instructed to clearly define implementation progress, completed workloads, disbursement rates, existing obstacles and corresponding solutions. All tasks must adhere to the principle of the “Six Clarities”: clear responsibilities, clear tasks, clear accountability, clear timelines, clear outputs and clear results.

Concluding the meeting, the Standing Committee of the Provincial Party Committee urged the Provincial People’s Committee, departments and localities to continue removing bottlenecks related to land clearance, investment procedures and construction materials; strengthen accountability among leaders; accelerate major infrastructure projects; and improve public investment disbursement efficiency.
These efforts are expected to create new momentum for economic growth and help Lam Dong achieve its 2026 GRDP growth target of 10%, contributing to the successful implementation of the objectives set forth in the Provincial Party Congress Resolution for the 2025–2030 term.
