The Ca Ty River Apartment project has disbursed VND 80 billion out of its VND 125 billion capital plan for 2026, reaching 64%. Apartment blocks are under construction and being completed on the portions of the site already handed over.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh said that despite efforts by departments, localities and project owners to identify difficulties and bottlenecks, the public investment disbursement rate remained low and had not met expectations.

He therefore asked all units to seriously assess the situation, clearly identify causes and responsibilities, and implement stronger and more coordinated solutions.

The Vice Chairman requested departments, agencies, localities and project owners to closely follow instructions from the Provincial People's Committee, strictly fulfill progress commitments and strive to achieve a 95% disbursement rate by December 31, 2026.

Localities were asked to proactively coordinate with project owners to resolve compensation and site-clearance issues, review each case of delayed handover, clarify the causes and responsibilities involved, and set deadlines for resolution. Issues beyond their authority must be promptly reported to provincial leaders for consideration and direction.

Regarding project owners, Nguyen Minh requested close assessments of actual conditions at each project, clear identification of causes behind delays and the responsibilities of related units.

Project owners must prepare Gantt charts for each project, assign specific tasks and completion deadlines, and update and report progress weekly to support monitoring, inspection and supervision.

Project owners were also asked to review project portfolios and propose reallocating capital from projects unlikely to meet disbursement targets, with proposals submitted to the Department of Finance for consideration and recommendations in accordance with regulations.

The Vice Chairman also stressed the importance of contractor selection, particularly for newly launched projects with large capital requirements.

Construction Investment Project Management Board No. 2 and other project owners must carefully assess contractors' capacity, experience and ability to organize construction to ensure that only qualified units are selected. Contract terms must clearly define responsibilities for project progress and construction quality, and contractors lacking sufficient capacity must not be allowed to affect implementation schedules or investment efficiency.

Regarding the Land Development Center, the Vice Chairman requested improvements in management methods, stronger coordination with local authorities and project owners, and greater efficiency in compensation, support, resettlement and site clearance.

Vice Chairman Nguyen Minh emphasized that departments, agencies, localities and project owners must strengthen their sense of responsibility, proactively resolve difficulties, closely monitor the progress of each project and focus on concrete solutions to accelerate public investment disbursement and achieve the province's 2026 targets.
