Lam Dong Achieves 100% Fully Online Public Services

Lam Dong has officially put 100% of its public services fully online, marking a significant milestone in digital transformation and administrative reform.

The announcement was made during the second session of the Government Steering Committee on science and technology, innovation, digital transformation, and Project 06, chaired by Prime Minister Pham Minh Chinh.

At the Lam Dong venue, Vice Chairman of the Provincial People’s Committee Nguyen Minh and members of the provincial steering committee joined the session.

Digital Breakthroughs at Local Level

At the national level, Project 06 has been assigned 71 tasks for 2026, with 8 completed, 61 underway, and 2 ongoing tasks. Meanwhile, in science, technology, and digital transformation, 567 out of 1,035 tasks have been completed, with the majority on schedule.

Administrative reform continues to accelerate, with 90.3% of administrative procedures and 83.2% of business conditions simplified or reduced nationwide as of February 2026.

In Lam Dong, implementation has delivered standout results. The province has completed all 154 assigned tasks in science, technology, innovation, and digital transformation. Digital infrastructure has been significantly upgraded, with 4G coverage reaching 98% of the population and average internet speeds exceeding 40 Mbps—among the highest nationwide.

Notably, the province has fulfilled all 25 required end-to-end online public services, achieving a 100% completion rate. All administrative records are now processed, approved, and digitally signed entirely online via the provincial public service information system—eliminating paper-based procedures across all levels of government.

The province has also put its Intelligent Operations Center (IOC) into operation, improving real-time monitoring and decision-making.

Towards a Fully Digital Administration

Lam Dong’s document management and executive system is now deployed across 169 agencies with over 30,000 user accounts. The province is also implementing 70 science and technology projects aligned with key sectors such as high-tech agriculture, tourism, and the circular economy.

In administrative reform, 11 out of 49 tasks set for 2026 have been completed in the first quarter, reaching 22.45% of the annual target.

At the session, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, localities, businesses, and citizens, while also pointing out persistent challenges such as delays in some tasks, weak coordination, and cumbersome procedures in certain sectors.

Next Steps: Scale, Security, and Efficiency

Looking ahead, the Government called for accelerated institutional reforms, improved investment policies, and faster implementation of the 2026–2030 digital economy development program. Priorities include expanding 5G coverage, investing in data centers, and building national databases—especially in population and social security.

Authorities were also urged to strengthen cybersecurity, protect personal data, and strictly handle violations such as illegal data trading and spam SIM cards. At the same time, administrative discipline must be tightened, accountability enhanced, and supervision strengthened.

With decisive and synchronized efforts, Lam Dong is positioning itself at the forefront of digital governance—moving toward a modern, transparent, and fully data-driven administration that better serves citizens and businesses.
