Lam Dong Allocates VND 125 Trillion for Public Investment in the 2026–2030 period

The Lam Dong Provincial Party Committee has approved a medium-term public investment plan for the 2026–2030 period, allocating approximately VND 125 trillion to accelerate strategic infrastructure development and create new growth momentum for the province.

On July 15, the 11th Conference of the Lam Dong Provincial Party Committee reviewed the implementation of the 2021–2025 Medium-Term Public Investment Plan and approved the proposed investment plan for 2026–2030.

The conference was co-chaired by Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Dang Hong Sy, Standing Deputy Secretary of the Provincial Party Committee; Luu Van Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Lam Dong Province; and Bui Thang, Deputy Secretary of the Provincial Party Committee.

VND 125 Trillion for Strategic Public Investment

Under the approved plan, Lam Dong is expected to allocate approximately VND 125 trillion for medium-term public investment during 2026–2030, representing an increase of 50.46% compared with the previous five-year period.

The province plans to implement 18 strategic projects, with a total estimated investment of approximately VND 158 trillion.

Of this amount, around VND 42 trillion will come from public investment capital, while the remainder will be mobilized through central government support, public-private partnership (PPP) projects, private enterprises and other social investment sources.

The medium-term public investment fund will comprise:

  • 24.9% from the central government budget;
  • 75.1% from the provincial budget.

Delegates expressed broad consensus on the proposed funding structure, capital allocation and the list of key projects for the 2026–2030 period.

Strong Performance in the Previous Investment Cycle

The conference also reviewed the implementation of the 2021–2025 Medium-Term Public Investment Plan.

During the period, Lam Dong disbursed VND 76.47 trillion out of a planned total of more than VND 83 trillion, achieving an overall disbursement rate of 92%.

Of the total:

  • Central government funding reached approximately VND 22.37 trillion, equivalent to 87.5% of the allocated plan;
  • Provincial budget funding totaled about VND 54.1 trillion, exceeding 94% of the planned allocation.

Many transport, urban development, healthcare and other infrastructure projects were completed and put into operation, contributing significantly to improving the province's socio-economic infrastructure.

In addition, the province effectively implemented the three National Target Programs, mobilizing more than VND 8.2 trillion to invest in essential infrastructure, support production activities, improve livelihoods and expand access to basic public services.

However, the conference also acknowledged several shortcomings. Disbursement rates varied among funding sources and localities, while ODA and foreign loan-funded projects recorded relatively low implementation rates. Several major infrastructure projects also experienced delays.

Prioritizing High-Impact Projects

In his closing remarks, Provincial Party Secretary Y Thanh Ha Nie Kdam emphasized that public investment in the new development phase should focus not merely on capital allocation but on creating new development space and maximizing the effectiveness of public resources.

The 2026–2030 public investment plan must be implemented in a focused and strategic manner, avoiding fragmented investment. Lam Dong will prioritize projects with regional connectivity, strong spillover effects and strategic significance, thereby unlocking social resources and directly contributing to the province's growth objectives.

He stressed that investment decisions must align with the province's fiscal capacity while strictly following legal priorities. Priority will be given to completed projects, ongoing projects, urgent infrastructure works and projects capable of generating tangible benefits within the planning period.

The Provincial Party Secretary also affirmed that Lam Dong will not allocate capital to projects that fail to meet legal requirements, lack secured funding sources, demonstrate low efficiency or pose a high risk of prolonged delays and waste.

He emphasized that the 2026–2030 Medium-Term Public Investment Plan serves as a key instrument for implementing the Resolution of the First Provincial Party Congress for the 2025–2030 term.

He called on all levels of government and relevant agencies to swiftly translate approved policies into concrete actions and projects.

Party committees, Party organizations, agencies and units must regard this as a central and ongoing task. Matters that are fully prepared and meet all conditions must be implemented immediately in the spirit of 'local authorities decide, local authorities implement, and local authorities take responsibility.

He further instructed authorities at all levels to proactively resolve issues within their jurisdiction, while promptly reporting matters beyond their authority to avoid unnecessary delays and ensure effective implementation of the province's strategic investment agenda.
