Lam Dong Approves 2045 Foreign Language Education Roadmap
The People’s Committee of Lam Dong has issued a plan to implement the project titled “Strengthening the Teaching and Learning of Foreign Languages for the 2025–2035 Period, with a Vision to 2045,” under Decision No. 2732/QD-TTg dated December 16, 2025, signed by the Prime Minister.
The initiative aims to improve students' foreign language proficiency in Lam Dong, addressing the needs of education, communication, and access to science and technology, as well as supporting international integration. It is expected to enhance workforce quality, benefiting vital sectors such as tourism, services, high-tech agriculture, and international collaboration.

Long-Term Targets and Structural Reform
Under the roadmap, by 2045, 100 percent of preschool institutions in the province are expected to offer children early English exposure. The province will also pilot and expand additional languages—such as Chinese, Japanese and Korean—in areas where demand and infrastructure conditions are sufficient.
At the general education level, Lam Dong will survey student demand for languages beyond English, maintain French-language instruction in eligible schools, and gradually expand second foreign language programs. In border areas, the teaching of the Cambodian national language will be strengthened to support cross-border communication and regional cooperation.
For vocational and continuing education, the 2030–2035 target is for all centers to provide structured English training activities. Integrated subject instruction in foreign languages will be prioritized for high-demand occupations, linking language skills directly with labor market needs.
Phased Implementation and Digital Transformation
The strategy will be deployed in three phases through 2045, focusing sequentially on capacity building, pilot implementation and model expansion. Key priorities include digital transformation, the application of artificial intelligence in teaching and learning, the development of digital learning resources and the standardization of policy frameworks.
The province also plans to strengthen teacher training, upgrade professional qualifications and mobilize community and private-sector resources to ensure coordinated execution.
By embedding foreign language education into its broader human capital strategy, Lam Dong aims to enhance long-term competitiveness and position itself more effectively within regional and global value chains.
