Lam Dong Attends Government’s June 2026 Regular Meeting and Nationwide Online Conference with Localities

Lam Dong Province joined the Government's regular meeting for June 2026 and the nationwide online conference with local authorities on July 4, where delegates reviewed socio-economic performance during the first half of the year and discussed priorities for the remaining months of 2026.

The conference was held in person at Government Headquarters in Hanoi and connected online with 34 provinces and centrally governed cities nationwide.

Government Reviews National Socio-Economic Performance

According to the Government's report, the average GRDP growth rate of the country's 34 provinces and centrally governed cities reached approximately 8.82% during the first six months of 2026, lower than the six-month growth scenario of 9.68%.

Thirty of the 34 localities did not meet the projected growth scenario, while seven recorded double-digit growth.

State budget revenue reached approximately 56.7% of the annual estimate.

Foreign direct investment (FDI) totaled approximately US$24.81 billion, an increase of 34.9% compared with the same period last year.

Public investment disbursement reached 24.9% of the annual plan, exceeding the national average.

Industry and Services Continue to Drive Growth

Industrial production remained the principal growth driver.

The Industrial Production Index (IIP) was estimated to increase by 11.2% in the second quarter and 10.8% during the first six months of the year, marking the highest growth rate in the past seven years.

Added value in the manufacturing and processing sector rose by 10.23% during the period.

The service sector also maintained positive momentum.

Total retail sales and consumer service revenue increased by 13.9% in the second quarter compared with the same period last year.

Tourism entered the peak summer season with strong growth.

Vietnam welcomed nearly 12.3 million international visitors during the first half of the year, up nearly 15% year-on-year and achieving 49.2% of the annual target.

Despite recording the highest second-quarter GDP growth on record, the Government noted that first-half GDP growth remained 1.52 percentage points below the annual target of 9.7%, placing considerable pressure on the economy to achieve double-digit growth during the second half of the year.

To meet the full-year growth target of at least 10%, economic growth in the final six months of 2026 will need to reach approximately 11.7%.

Discussions at the conference focused on socio-economic performance in June and the second quarter, public investment allocation and disbursement, implementation of National Target Programs, execution of the state budget during the first half of the year, the Government's direction and administration, and preparations for the 2026–2027 academic year.

Addressing the conference, General Secretary and State President To Lam said that despite rapid and complex global developments, Vietnam had maintained economic growth, macroeconomic stability and major economic balances.

GDP growth during the first six months of the year reached approximately 8.18%, with many localities achieving double-digit growth.

State budget revenue reached about 62% of the annual estimate, inflation remained under control, and the investment and business environment continued to improve.

He highly appreciated the Government's efforts in improving institutions, reforming administrative procedures, reducing business conditions and addressing difficulties facing citizens and enterprises.

The ongoing review, amendment and supplementation of legal regulations, he said, had created new momentum for national development.

At the same time, he pointed out several shortcomings that require urgent attention, including uneven growth among localities, slow public investment disbursement in some areas and prolonged projects that continue to waste public resources.

He stressed that the greatest bottleneck is no longer institutional reform but the implementation of policies.

Although policies are issued uniformly, implementation outcomes still vary significantly among localities, requiring stronger accountability, governance capacity and execution at every level, particularly from leaders.

Accelerating Growth in the Second Half of 2026

Looking ahead, General Secretary and State President To Lam called on the Government, ministries, sectors and local authorities to implement all assigned tasks and solutions in a coordinated manner.

He requested the development of a special action program for the remaining six months of the year, with clear assignment of responsibilities, tasks, implementation schedules and expected outcomes.

He also urged faster public investment disbursement, prompt resolution of obstacles delaying long-standing projects, strict discipline in state management and the reallocation of capital from slow-disbursing projects to those capable of effective implementation.

In addition, he called for continued administrative reform, further improvements to the investment and business environment, the development of high-quality human resources—particularly in science, technology, innovation and digital transformation—effective implementation of social welfare policies, and strengthened national defense and security to maintain a stable environment for development.

Affirming that development goals and strategic directions have been clearly defined, General Secretary and State President To Lam called on all levels of government and sectors to uphold unity, innovation, responsibility and determination, while taking decisive and effective action to successfully achieve the country's socio-economic development targets for 2026 and lay a solid foundation for the next stage of development.
