Lam Dong Clears Development Bottlenecks, Simultaneously Launches Expressway Construction
With a total length of nearly 140 kilometers and combined investment exceeding VND36 trillion, the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects have been identified as strategic transport corridors, opening new development space for Lam Dong Province in particular and the Central Highlands region as a whole.

Episode 1: When the Mega Construction Site Awakens
By late April 2026, 14 construction fronts were simultaneously launched across both routes. This milestone not only marks significant progress but also signals the transformation of long-standing expectations into practical action, moving from documented commitment to tangible implementation on the ground.

Fourteen construction fronts launched simultaneously
The Bao Loc - Lien Khuong Expressway spans approximately 73 kilometers, with total investment of around VND18 trillion, while the Tan Phu - Bao Loc route stretches nearly 65.9 kilometers, with investment exceeding VND18.002 trillion.
Both projects have completed critical foundational stages, including investment policy approval, investor selection and comprehensive master planning.
In the final days of April, the atmosphere along both expressway routes changed markedly. Areas once covered with coffee plantations and agricultural crops were cleared, while initial earthworks created expansive new construction spaces. Along these routes, centerline markers now stand in precise alignment, symbolizing the gradual emergence of a modern transportation network.

Where these projects previously existed primarily in technical drawings, planning meetings and official documents, construction sites have now fully “awakened.” This transformation is reflected not only in machinery and manpower, but also in the urgent operational rhythm of an entire coordinated system.
Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People’s Committee, stated that the simultaneous deployment of 14 construction fronts by late April 2026 was the result of careful preparation, balancing real-world conditions with strict progress requirements.
According to Vice Chairman Nguyen Hong Hai, because land clearance is being completed in segments, waiting for full-site handover before beginning construction would significantly delay progress. Therefore, the “where land is available, construction proceeds” strategy was adopted as a proactive and practical approach to maintain continuous project momentum.

According to on-site observations, an active working atmosphere has been established early at each construction front. Machinery has been mobilized, manpower strategically deployed and essential technical conditions fully prepared.
Hundreds of engineers, workers and technical personnel are already present at the construction sites, carrying not only professional responsibilities but also a strong commitment to a project of strategic significance for local development.

Machinery and workforce mobilized at maximum readiness
On the Bao Loc - Lien Khuong route, major contractors rapidly deployed resources to priority locations.
The two primary contractors, Phuong Thanh Company and Construction Corporation No.1 (CC1), have concentrated resources across 11 route segments and major project components.
At areas such as Km 162 and Km 166, site clearance began early, with vegetation removal and preliminary land grading enabling heavy equipment access.

In technically challenging terrain, contractors proactively developed service roads to facilitate machinery movement.
Sections such as Km 166+400 to Km 167+700 and Km 162+000 to Km 162+500 require sophisticated engineering solutions due to steep terrain and complex soil conditions.
Nguyen Quy Hoang stated: “At locations where conditions permit, we will accelerate progress to compensate for earlier delays. Our goal is to ensure the project is completed on schedule.”

Meanwhile, at strategic locations such as the Phu Hoi interchange and Bao Lam 2 Commune segments, CC1 has fully mobilized excavation equipment, bulldozers and transport vehicles.


Particularly notable is package XL03, where two major bridges and extensive earthworks demand not only construction capability but also meticulous organizational planning, especially for waste disposal management.
On the Tan Phu - Bao Loc expressway route, Son Hai Group is also accelerating preparations. At locations such as Km 74+300, construction camps, batching plants and material crushing facilities are being built urgently. At the Ly Thai To interchange, a large-scale camp has been established to accommodate 150 to 200 staff members and workers.

At the same time, locations for operational offices, material sources, disposal sites and component casting yards have also been carefully surveyed and strategically arranged. The on-site operations office, located in Da Huoai Commune, enables close field supervision and shortens response time for handling arising situations.

According to the plan, three key construction fronts will be deployed, including the Km 73 - Km 76 section, the Km 108+800 - Km 114+300 section and the Ly Thai To interchange area. All are now fully prepared to enter the main construction phase.

Confidence grows as projects take visible shape
The movement on construction sites is reflected not only through machinery and progress but also in public sentiment.
Tran Thi Thu, a resident of Phu Hiep Hamlet, Gia Hiep Commune, shared: “My family has land subject to acquisition, so we were initially concerned. But seeing the project genuinely move forward brings us great confidence. We simply hope construction proceeds quickly and effectively so the new road can be completed soon.”
These sentiments illustrate an important shift—from uncertainty and anticipation to tangible public confidence as the project takes visible shape on the ground.
During direct inspections of site clearance efforts, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People’s Committee, emphasized that the expressway projects are now largely “clear and open,” with far fewer obstacles than during initial stages.

The immediate priority is to ensure that site clearance is carried out in strict accordance with the established plan and schedule. Therefore, local authorities must demonstrate the highest level of determination in this effort and translate that commitment into concrete results. During the implementation process, any difficulties or obstacles that arise must be promptly reported to relevant authorities for timely resolution.

In addition, Lam Dong Provincial People’s Committee Chairman Ho Van Muoi highly appreciated the coordinated and effective collaboration among relevant agencies in site clearance for the expressway projects, while also acknowledging the difficulties they are facing, particularly those related to weather conditions.
He called on all units to strengthen training efforts and promote a strong sense of responsibility among individuals in carrying out their assigned tasks.

Lam Dong will continue to work closely with investors, promptly address emerging difficulties, and ensure that no obstacles affect the overall progress of these projects. We are determined to complete both projects on schedule by the end of 2027, put them into operation, and begin toll collection in 2028.

With the first major construction fronts now fully operational, it can be affirmed that the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects have officially entered the true construction phase — a stage defined by action, acceleration and the realization of strategic development commitments.
