Lam Dong clears hurdles for 162 investment projects

Lam Dong has cleared obstacles for 162 of 365 investment projects, unlocking more than VND74 trillion in capital and over 6,100 hectares of land.

The information was reported at a meeting on August 18 to review measures to address difficulties and bottlenecks affecting investment projects across the province.

Lam Dong investment projects see faster progress

According to the review, 365 projects have been identified as requiring focused action. As of August 17, 162 projects, or 44.38 percent, had been cleared of their major obstacles.

These projects cover more than 6,100 hectares of land and have a combined investment capital of over VND74 trillion.

The result represents a significant improvement from mid-July, when the province had resolved difficulties for just over 30 percent of the projects.

Among the projects whose obstacles have been addressed, some have already become operational, while others are completing procedures to resume implementation.

Many projects have had problems related to planning, construction and land use resolved. Projects that no longer meet the required conditions, or have remained stalled for too long with little prospect of implementation, are being handled through land recovery or termination procedures in accordance with regulations.

A further 203 projects remain under review. They cover more than 18,400 hectares of land and have a combined investment capital of nearly VND240 trillion.

Some of these projects fall under the authority of central agencies. Others are under provincial jurisdiction and continue to face difficulties related to land, planning, construction, forestry and investment procedures.

At the meeting, representatives of provincial departments agreed on the need to accelerate the process and clearly assign responsibility, the lead agency and completion deadlines for each project.

The aim is to prevent dossiers from being delayed or passed between agencies without a clear resolution.

Le Ngoc Tien, Director of the Lam Dong Department of Finance, said projects would be classified according to the nature of their obstacles so that the responsibilities of individual departments and agencies could be clearly identified.

Cases requiring adjustments to project schedules, extensions of land use periods or additional investment procedures will be reviewed and advised on promptly. The province also plans to shorten the time required for inter-agency consultations.

Phan Nguyen Hoang Tan called for closer coordination in handling projects involving land and forestry.

Issues that remain unresolved between agencies should be promptly reported to the provincial People's Committee for guidance, he said, stressing that concerns over responsibility should not become a reason for delays.

Nguyen Kiem, Chief Inspector of Lam Dong Province, said agencies should shift their focus from identifying the causes of problems to finding practical solutions.

For each project, the responsible agency, implementation steps and deadline must be clearly defined. Straightforward cases should be resolved immediately, while complicated cases require coordinated action among relevant departments.

Lam Dong seeks practical results from project clearance

Concluding the meeting, Standing Vice Chairman of the Lam Dong Provincial People's Committee Le Trong Yen asked departments and agencies to adopt a consistent approach and clearly define the lead agency, jurisdiction and deadline for each project.

Only one agency should be assigned as the lead for each task, while other agencies must provide coordinated support.

The resolution of obstacles must deliver practical results. A stalled project should only be considered resolved when it has become operational or has been subject to land recovery or termination in accordance with regulations.

He called for projects to be further classified, with priority given to cases that can be resolved quickly.

The province will also distinguish clearly between issues involving investment procedures, land and forestry. Planning-related problems must be reviewed comprehensively to ensure projects have a sufficient legal basis for implementation.

Provincial agencies were instructed not to create additional administrative procedures. Where an issue has already been addressed, investors should not be required to repeat procedures unless necessary.

If a project does not yet meet the required conditions, agencies must clearly identify the reasons and propose a solution from the outset.

Le Trong Yen also called for the effectiveness of each project to be assessed, particularly those involving inspection conclusions, land, forestry and energy.

The province's approach is to remove obstacles so eligible projects can move forward, rather than resolve difficulties simply to terminate projects.

Lam Dong will prioritize projects with favorable conditions for implementation, particularly those that do not require site clearance.

The province aims to unlock land and investment resources, put eligible projects into operation and contribute to its target of achieving double-digit economic growth.
