Lam Dong Conducts Comprehensive Review of the Master Plan for Tuyen Lam National Tourist Area

The progress of the planning process was reviewed during a meeting on July 22, chaired by Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People's Committee.

According to the Management Board of the Tuyen Lam National Tourist Area, the planning mandate was approved by the provincial government in June 2026. Since then, the board has completed contractor selection procedures, appointed the planning consultant, signed the consultancy contract, and officially launched the preparation of the master plan.

The consulting consortium is carrying out the project with a total budget of more than VND 4.1 billion, including over VND 3.4 billion allocated for planning consultancy services. On July 17, the provincial government approved additional funding to support implementation.

The Management Board has worked closely with the consulting team to conduct field surveys, review existing conditions, and develop planning proposals in accordance with the approved objectives.

A draft of the master plan has been publicly displayed in Xuan Huong – Da Lat Ward and Hiep Thanh Commune, while comments have been solicited from provincial departments, local authorities, businesses, and residents.

As of July 17, feedback had been received from 13 of 15 relevant government agencies and local authorities, 19 of 33 businesses, and 65 of 100 community representatives. The draft has also been submitted to the Ministry of Culture, Sports and Tourism for consultation in accordance with national regulations.

The planning process has encountered several technical challenges. Survey results indicate discrepancies between the land areas specified in investment certificates and the actual leased land of several projects. In addition, boundary overlaps have been identified between adjacent projects.

Current national construction density regulations also differ from standards applied under previously approved plans, creating difficulties in determining appropriate construction indicators for existing projects.

Furthermore, a comparison with the National Forestry Planning Map revealed that several proposed investment areas within the Tuyen Lam National Tourist Area have not yet been officially removed from forestry plan, requiring further review to ensure consistency among sectoral plans.

Speaking at the meeting, Vice Chairman Nguyen Hong Hai instructed the Management Board to prepare a detailed implementation schedule with clearly defined milestones to guide execution.

He emphasized the need to strictly follow the approved planning task and thoroughly review and address all outstanding issues, particularly those related to existing site conditions.

The Vice Chairman also requested that the new master plan build upon previously approved planning documents by assessing their achievements and shortcomings and categorizing unresolved issues to develop appropriate solutions.

Regarding ongoing and proposed investment projects, he called for a comprehensive review of implementation progress, with particular attention to identifying the planning-related factors contributing to project delays.

Finally, Vice Chairman Nguyen Hong Hai directed the Management Board, consulting team, and relevant provincial agencies to strengthen coordination and complete the Master Plan for the Tuyen Lam National Tourist Area to 2050 as soon as possible.
