Accelerating progress toward a province-wide health database

According to the Department of Health, in order to achieve the target of providing health check-ups for 50% of the population in the first six months of 2026, the Provincial People’s Committee has organized numerous meetings and issued multiple directives urging departments, agencies and localities to implement the program.

Based on Plan No. 6446/KH-UBND dated May 8, 2026, local authorities and relevant units have proactively developed implementation plans, mobilized resources and organized health screening activities in accordance with regulations.

The Department of Health has also held numerous meetings and working sessions to provide guidance, address difficulties and strengthen on-site inspection and supervision.

Currently, the healthcare sector has assigned 34 medical facilities, including eight hospitals and 26 regional health centers, to conduct health examinations for residents aged six or older.

To facilitate access for students and parents, healthcare units have established multiple mobile examination sites at schools. In addition to maintaining regular medical services, healthcare facilities have mobilized maximum human resources, established dedicated health screening teams and expanded services beyond regular working hours and on weekends to accelerate implementation.

The Department of Health has also developed software and an online reporting system to monitor daily progress at each locality and unit. Through this system, the health sector can promptly track the number of residents examined, identify areas with slow implementation and provide timely support and guidance.

However, progress remains below expectations. As of June 16, 2026, only 414,500 residents had received health examinations, accounting for 10.7% of the province’s population. The coverage rate reached 29.6% for children under six years old, 42.1% for those aged six to 18, while the rate for people over 18 years old stood at only 1.2%.

Removing bottlenecks to achieve 2026 targets

The Department of Health noted that implementation continues to face multiple challenges.

Healthcare facilities are prioritizing examinations for students, but with summer vacation underway, attendance rates at some schools remain low.

Meanwhile, the software system for updating and integrating health examination data is still being finalized. Many commune-level health stations also face shortages of physicians and information technology personnel, creating additional difficulties.

The province’s vast area, remote and ethnic minority communities with challenging transportation conditions and uneven population distribution further complicate implementation efforts. Human resources remain limited, with many facilities lacking medical specialists needed to establish additional examination teams.

In particular, health examinations for people over 18 require laboratory tests and X-ray imaging. However, available equipment remains insufficient, and the lack of mobile X-ray vehicles has affected overall progress.

During the meeting, delegates discussed existing challenges and proposed various solutions to accelerate implementation.

Recommendations included directing government agencies, organizations and businesses to review employee lists and organize periodic health examinations in accordance with regulations; strengthening coordination between local authorities and healthcare facilities; and enhancing public communication campaigns to encourage residents to participate according to scheduled appointments.
