Lam Dong Determined to Prevent Investment Project Delays Caused by Administrative Procedures

On the morning of May 28, Provincial Party Committee member and Vice Chairman of the Lam Dong Provincial People’s Committee Vo Ngoc Hiep chaired a working session with Project Management Unit No. 1 and affiliated regional construction investment project management boards to review the implementation progress and public investment disbursement for 2026.

Accelerating Public Investment Disbursement and Removing Project Bottlenecks

According to the report, in 2026, Project Management Unit No. 1 was assigned a capital plan totaling VND 2.10044 trillion. As of May 27, the unit had disbursed VND 97.28 billion, equivalent to 4.63% of the assigned plan. The portion directly managed by the unit as investor reached a disbursement rate of 9.15%.

Meanwhile, more than VND 1.037 trillion in State support capital allocated to the Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressway projects has yet to be disbursed due to procedural delays on the part of investors and project enterprises.

For the regional construction investment project management boards, total allocated capital for 2026 stands at VND 2.048199 trillion. By May 27, more than VND 259 billion had been disbursed, reaching 12.65%.

Overall, projects under the responsibility of Project Management Unit No. 1 and the regional boards account for a combined capital plan of VND 4.148639 trillion, with total disbursement exceeding VND 356 billion, equivalent to 8.59%.

Several ongoing projects are progressing positively and are expected to be completed in June 2026, including the DT.729 route connecting Lam Dong of flowers with coastal Lam Dong, the DT.722 route linking Lam Dong with Dak Lak, and the Cam Ly – Phuoc Thanh road.

However, many projects continue to face difficulties related to site clearance, construction material supply, project adjustment procedures, appraisal processes and payment acceptance procedures.

Among them, the DT.721 road upgrade project from Km0+000 to Km16+600 has disbursed just over VND 7.3 billion, reaching approximately 2.1%. Construction progress has failed to meet contractual requirements and is expected to require an extension until the end of 2026.

The project to replace five deteriorated bridges has completed nearly 69% of its contract value, though site clearance issues remain unresolved at Ba Can Bridge.

Several projects in the Da Lat area have also experienced delays due to compensation plan obstacles, particularly projects with capital carried over from 2025 into 2026.

During the meeting, participating units proposed that the Provincial People’s Committee promptly review and approve projects that have completed appraisal procedures, direct local authorities to accelerate compensation approvals and site handovers, and resolve shortages of construction materials to ensure progress during the dry season.

Speaking at the meeting, Vice Chairman of the Provincial People’s Committee Vo Ngoc Hiep stressed that public investment disbursement is a key task with direct impacts on economic growth, infrastructure development and the effective use of State budget resources.

Therefore, investors, project management boards and local authorities must clearly define their responsibilities and avoid situations in which allocated capital remains unused because projects are delayed in implementation, acceptance or payment procedures.

The Vice Chairman requested that a detailed progress schedule be established for each project, clearly identifying completed tasks, unresolved issues, agencies responsible for addressing them, and completion deadlines.

For projects capable of completion in the second quarter, units must maximize manpower, equipment and acceptance procedures in order to complete disbursement according to plan. For projects facing site clearance difficulties, local authorities must closely coordinate with investors, strengthen public outreach efforts and fully implement all legal procedures in accordance with regulations.

Provincial leaders also emphasized that units must not merely report general difficulties, but instead propose concrete solutions for each specific project. In cases exceeding their authority, agencies must promptly consolidate and report issues to the Provincial People’s Committee for direction, ensuring the goal of accelerating construction progress and increasing public investment disbursement rates in the coming months.
