Lam Dong Expands Digital Skills Across Communities

Luu Huong • 15/09/2026 11:20

Lam Dong is expanding digital skills, electronic identification and essential digital services among residents, especially in rural and remote areas.

Digital skills reach local communities

Under the provincial plan to implement the Digital Economy and Digital Society Development Program for 2026–2030, Lam Dong is stepping up efforts to equip residents with digital skills and expand access to electronic identification and essential digital services.

Youth union members are playing an active role in bringing these services closer to communities.

At the grassroots level, young volunteers work with other forces to guide residents in using digital platforms, carrying out basic operations on smartphones and accessing the VNeID electronic identification system.

These activities are helping residents improve their digital skills and become more confident in using online services in their daily lives.

Under the plan, by 2030, Lam Dong aims to ensure that 100 percent of Vietnamese citizens aged 14 and above have identity cards and electronic identification accounts. The province also targets at least 50,000 people of working age receiving basic digital skills training.

Expanding access to essential digital services

Community digital technology teams are continuing to support residents in installing, activating and using the “Lam Dong Digital Citizen” platform, VNeID, digital signatures and electronic signatures.

They also help residents access online public services, digital payments and other essential digital utilities, with a particular focus on rural, remote and isolated areas.

The approach is designed to ensure that digital transformation is not limited to urban areas or those already familiar with technology. Instead, practical support is being brought directly to residents so they can use digital tools for administrative procedures, payments and other everyday needs.

Lam Dong also aims to ensure that more than 70 percent of people aged 18 and above have a personal digital or electronic signature by 2030. At least 95 percent of residents are expected to have an electronic health record.

Digital skills support education and a digital society

Education is another key area in the province's digital transformation efforts.

Lam Dong aims for 100 percent of general education schools to use digital platforms for administration, teaching and learning, as well as digital student records. At least 80 percent of school students are expected to gain access to digital education and STEM/STEAM platforms.

The expansion of digital skills is being closely linked to residents' practical needs. By helping people use digital platforms and essential online services more effectively, the province is gradually broadening digital participation across communities.

The effort is expected to lay a stronger foundation for an inclusive digital society in Lam Dong, where residents in both urban and remote areas can benefit from digital transformation and increasingly access public and social services through digital platforms.
