Lam Dong Gradually Modernizes Its Grassroots Broadcasting System

On the morning of May 25, the Lam Dong Provincial People’s Committee held a conference to review five years of implementing Decision No. 135/QD-TTg dated January 20, 2020, issued by the Prime Minister approving the project on enhancing the effectiveness of grassroots information services through the application of information technology across the province.

Dinh Van Tuan, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired the conference. Attendees included representatives of provincial departments, agencies, units, and localities in the Da Lat and Duc Trong areas. The conference was also connected online to the People’s Committees of communes, wards, and special administrative zones.

In his opening remarks, Vice Chairman Dinh Van Tuan emphasized that following five years of execution, the project has introduced “a breath of fresh air” to local communication efforts, progressively changing conventional broadcasting models into digital and multimedia formats.

The province has upgraded its grassroots information system as part of modernization and digital transformation efforts. Currently, 94 of its 124 commune-level broadcasting stations operate 3,278 loudspeaker clusters, with 1,676 using information technology and telecommunications solutions, accounting for more than 51 percent.

Many localities have adopted smart broadcasting systems that enable remote management and operation, supported by text-to-speech technology with different regional accents, male and female voices, and even ethnic minority languages.

The content of the broadcasts primarily focuses on sharing policies and guidelines, current events, administrative reforms, warnings about disasters and epidemics, and information related to digital transformation.

In addition to broadcasting systems, the province has made significant advancements in multi-platform communication channels such as public electronic bulletin boards, official information portals, social media platforms, and community Zalo groups. Currently, the province boasts over 1,500 electronic bulletin boards, with 18 public electronic boards linked to the provincial information source system.

Importantly, 461 loudspeaker clusters throughout the province have been integrated into a centralized control system, which supports both scheduled programming and emergency broadcasts. The provincial information source system is also linked to the central government’s information source system, gradually establishing a centralized model for data management and sharing.

Between 2020 and 2025, the province conducted 272 training courses and conferences with over 4,000 participants to enhance information technology skills among grassroots communication staff. In addition, more than 94,000 news articles and reports were disseminated via commune-level broadcasting systems, along with nearly 40,000 pieces of content shared on digital platforms and social media.

Various localities have embraced successful strategies for executing digital transformation in grassroots communication. A representative of Xuan Huong – Da Lat Ward mentioned that the locality had invested in a broadcasting system, developed an official website, created a Zalo Official Account, and launched a digital citizen application to enable residents to access administrative services and official information more efficiently.

However, at the conference, many localities also reported difficulties during implementation. Several remote and mountainous areas continue to face challenges related to telecommunications infrastructure, internet access, and investment resources. Representatives of the Phu Quy Special Administrative Zone noted that many loudspeaker clusters have deteriorated, while scattered populations in some areas make broadcasting coverage uneven.

A report from the Department of Culture, Sports and Tourism highlighted that the technical infrastructure in various regions is still uneven. The majority of IT staff are juggling multiple roles and have yet to meet the requirements of digital transformation. The creation of digital content and multimedia communication products continues to be limited and has yet to fully engage online audiences.

Certain project goals have not achieved the desired outcomes. The coverage of information technology-based broadcasting systems is still lacking, and the way localities receive and respond to public feedback on digital platforms remains variable.

In his concluding remarks, Vice Chairman Dinh Van Tuan urged departments, agencies, and localities to continue promoting digital transformation in grassroots communication activities, prioritizing investment in smart broadcasting infrastructure, public electronic bulletin boards, and information source systems.

The province is also focused on broadening the reach of information technology-based broadcasting systems, strengthening digital skills training for grassroots communication staff, diversifying multimedia communication materials, and increasing engagement between the government and citizens via digital platforms.

Provincial leaders conveyed their optimism that, with the united participation of the entire political framework, grassroots communication initiatives in Lam Dong will further advance, aiding in the establishment of a digital government, a digital society, and more efficient public communication in this modern era.
