Lam Dong holds meeting to resolve obstacles facing six non-budget investment projects

On the morning of June 15, Nguyen Minh, Member of the Provincial Party Committee, Vice Chairman of the Lam Dong Provincial People’s Committee, and head of Task Force No. 4, chaired a meeting to discuss measures to remove obstacles facing six non-budget investment projects across the province (Phase 2).

Accelerating legal procedures and unlocking investment resources for sustainable growth

According to reports presented at the meeting, provincial departments and agencies have reviewed the projects and proposed solutions to gradually address outstanding issues, enabling the projects to continue implementation in accordance with legal regulations.

For the three projects in Mui Ne Ward for which inspection conclusions have already been issued, including Hon Rom Golf Course, Sentosa Villa and Mui Ne Resort projects, the Provincial People’s Committee has agreed in principle to allow investors to continue implementation. Relevant departments, agencies and local authorities have been assigned to guide investors in completing the required legal procedures.

Regarding the Ton Duc Thang University Campus Project in Ward 3 Bao Loc, the project has been identified as falling under the scope of the Public Investment Law. Based on inspection conclusions, the Department of Finance is reviewing the process related to the issuance of the investment certificate and is expected to report the handling results to the Provincial People’s Committee within June 2026.

For the Ly Thuong Kiet Private High School Project in Ward 1 Bao Loc, the main issues involve the actual leased land area being smaller than the approved investment area, as well as procedures related to extending the land use schedule.

As for the Commercial and Entertainment Service Center Project in Xuan Huong – Da Lat Ward, although construction has been completed, accepted and deemed consistent with planning regulations, several difficulties remain concerning commercial regulations that require further review and resolution.

Prioritizing efficiency and expediting procedures

Concluding the meeting, Vice Chairman Nguyen Minh highly appreciated the proactive and responsible efforts of departments and agencies in reviewing and proposing solutions for long-delayed projects.

For issues that still involve differing opinions, particularly the consideration of extending investment approvals for several projects, Nguyen Minh requested relevant departments and agencies to continue coordinating, reach a unified approach and submit recommendations to the Provincial People’s Committee within June 2026.

He emphasized that processing procedures and dossiers for businesses must be carried out urgently, “measured in hours rather than days.” Therefore, agencies and units must proactively coordinate and avoid delays that could affect project implementation schedules.

For the Ton Duc Thang University Campus Project, Nguyen Minh instructed relevant agencies to urgently finalize sectoral opinions so that the Department of Finance can consolidate and submit recommendations to the Provincial People’s Committee before June 20.

Similarly, for the Ly Thuong Kiet Private High School Project, departments and agencies are required to review the entire dossier-processing procedure, unify implementation measures and accelerate progress.

Regarding the Commercial and Entertainment Service Center Project in Xuan Huong – Da Lat Ward, the Department of Agriculture and Environment has been assigned to take the lead, in coordination with relevant agencies, to comprehensively review the implementation process, ensure compliance with issued conclusions and report to the Provincial People’s Committee.

Vice Chairman Nguyen Minh reiterated that resolving obstacles for investment projects must strictly comply with legal regulations while also creating favorable conditions for investors to promptly implement projects, improve land-use efficiency, mobilize social resources for development investment and contribute to the province’s economic growth and sustainable development goals in the new phase.
