Under the plan, Lam Dong targets the effective control of endemic infectious diseases and emerging outbreaks, preventing large-scale spread while reducing morbidity and mortality from infectious diseases. The province aims to end AIDS, tuberculosis epidemics, eliminate malaria and leprosy by 2030.

The health sector will focus on strengthening the epidemiological surveillance system from the provincial to grassroots levels, enhancing early detection capacity, risk assessment, and timely response to public health emergencies. Furthermore, training and professional development for preventive healthcare personnel, especially at the grassroots level, are identified as key priorities.

During the 2026-2030 period, the province will continue to intensify the prevention and control of dangerous infectious diseases such as tuberculosis, leprosy, malaria, and dengue fever; and maintain the effectiveness of the Expanded Program on Immunization to ensure comprehensive safe vaccination coverage and avoid immunization gaps.

In response to the rising trend of non-communicable diseases, Lam Dong will prioritize the prevention and control of hypertension, diabetes, cardiovascular diseases, cancer, chronic obstructive pulmonary disease, and asthma through screening, management, and treatment at grassroots healthcare facilities, combined with behavior-change communication and the promotion of healthy lifestyles.

The plan also emphasizes healthcare for mothers, children, and the elderly; expansion of mental health services to 100% of commune, ward, and special-zone health stations; and stronger measures to ensure food safety and environmental sanitation.

In population work, the province will shift its focus from reducing fertility to maintaining replacement-level fertility, controlling sex ratio imbalance at birth, improving population quality, and adapting to population aging.

The Provincial People’s Committee has assigned the Department of Health to take the lead, in coordination with relevant departments, agencies, and localities, in the implementation, monitoring, supervision, and evaluation of the plan’s outcomes.
