Lam Dong investment appeal strengthened by billion-dollar projects

A series of billion-dollar projects are being proposed in Lam Dong, while obstacles to hundreds of long-standing investment projects are gradually being removed. Strategic transport infrastructure is also being launched, upgraded and put into operation.

These developments demonstrate that Lam Dong's commitment to attracting and supporting investors is being translated into concrete action.

Investment flows reflect growing confidence

In the first eight months of 2026, Lam Dong attracted 59 newly licensed investment projects, with total registered capital exceeding VND167 trillion and USD7.7 million.

Including projects with adjusted or expanded investment capital, the number rose to nearly 100 projects, with total registered capital approaching VND180 trillion. The figures reflect the growing appeal of a province that has significantly expanded its development space following the merger.

More importantly, several major projects have moved from investment plans to actual operations.

At the end of July 2026, the Dak Nong Aluminum Electrolysis Plant at Nhan Co Industrial Park officially began operations, putting Vietnam's first aluminum ingots onto the market.

Deputy Prime Minister and Minister of National Defense Phan Van Giang said the project, with an annual capacity of around 450,000 tonnes of primary aluminum, is expected to generate annual production value of approximately USD1.35-1.4 billion, equivalent to VND35-36 trillion.

Once fully operational, the project is expected to employ more than 1,000 direct workers and create an additional 3,500-4,000 indirect jobs in raw material supply, energy, logistics, mechanical engineering and technical services.

In eastern Lam Dong, a number of processing and manufacturing plants have also begun operations.

These include the Neotek Vietnam industrial plant, with an annual capacity of 12 million automotive brake discs, and the Shiny Circle Vietnam stationery plant, with annual production capacity of 18,000 tonnes.

The list of major investors choosing Lam Dong as a destination is also growing.

Truong Hai Group has proposed a bauxite-alumina-aluminum complex with total investment of around USD4.4 billion. Pacific Group has proposed a green development portfolio comprising eight energy projects with total investment exceeding USD2 billion.

The Agrimeco consortium has proposed 32 renewable energy projects on reservoirs and irrigation canals, with a combined capacity of 2,399 MW and investment of more than VND78 trillion.

The Vietnam Rubber Group (VRG) has registered a portfolio of 16 industrial parks, industrial clusters and renewable energy projects worth nearly VND42 trillion.

Sun Group has also maintained a long-term commitment to Lam Dong since 2023. The group currently has around 20 projects completed, underway or planned across approximately 21,525 hectares.

“Sun Group identifies Lam Dong as an environment for building and investing in an integrated development ecosystem. Decisive direction from provincial leaders, together with support from departments, agencies and local authorities, will help the group accelerate project implementation effectively,” said Dang Minh Truong, Chairman of the Board of Directors of Sun Group, at a meeting with Lam Dong provincial leaders on March 7, 2026.

Removing investment bottlenecks

Business and investor confidence in Lam Dong has not emerged by chance. It has been built through the province's efforts to address hundreds of stalled investment projects that have remained unresolved for years.

Lam Dong has 365 projects facing difficulties, with total investment exceeding VND250 trillion. Around VND150 trillion has already been invested in these projects but has yet to be put into operation or generate returns.

Rather than avoiding the problem, the province has chosen to identify the obstacles, classify the projects and work toward resolving them.

Working groups have been established to address different categories of obstacles, with provincial vice chairmen directly serving as heads of the groups. The province is following a “resolve the easier cases first, then tackle the more difficult ones” approach to ensure that no project is left behind.

In the first eight months of 2026 alone, Lam Dong resolved difficulties for 162 projects, with total investment exceeding VND74 trillion and a combined land area of around 6,118 hectares.

The energy sector, which has dozens of long-stalled projects, is a notable example.

Nguyen Ba Ut, Director of the Department of Industry and Trade, said Lam Dong has worked with central ministries and agencies for nearly a year to address the obstacles. The province has submitted the final dossier on solutions to the Ministry of Agriculture and Environment.

“The positive signal is that central authorities have sent a document to Lam Dong providing a direction for resolving the difficulties. The province is now accelerating the remaining procedures so that the projects can meet all legal requirements and begin operations,” Nguyen Ba Ut said.

The province's approach is also reflected in direct meetings between provincial leaders and major investors, including Sun Group, Truong Hai, Donacoop, Pacific Group, VRG and Agrimeco.

At a June 3, 2026 meeting with Donacoop on the Son My 1 Industrial Park project, Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and Head of the provincial National Assembly Delegation, called for specific targets and completion deadlines.

“This is a key project, so all levels and sectors must set clear objectives and specific completion milestones. Heads of agencies, units and local authorities must ensure the project stays on schedule as committed to the investor,” Y Thanh Ha Nie Kdam said.

From commitments to tangible results

For investors, results matter more than promises.

Lam Dong's leadership has repeatedly emphasized the principle of accompanying businesses through to the final results and treating their projects as if they were the province's own projects.

This approach has been reinforced through a monitoring mechanism. Since July 2026, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Provincial People's Committee, has required KPI-based performance assessments across sectors, fields, localities and individual officials.

All agencies and localities must review their areas of responsibility and implementation targets and establish comprehensive KPI-based assessments. Any issue that remains unclear or difficult must be reported to the Provincial People's Committee for timely support. Everyone must act decisively to remove obstacles for investors and accelerate socio-economic development targets.

At the same time, transport infrastructure — described by provincial leaders as one of the biggest bottlenecks — is receiving stronger investment.

On April 27, 2026, Lam Dong and Sun Group broke ground on the civil aviation component of the Phan Thiet Airport project, with total investment exceeding VND3.9 trillion.

“The civil aviation component of the Phan Thiet Airport project is not simply a transport project. It is a strategic project that will connect Lam Dong with major domestic and international economic centers. The system will create spillover growth for the Central Highlands, the South Central Coast and the southern key economic region,” Chairman Ho Van Muoi said at the groundbreaking ceremony.

Lien Khuong Airport has also resumed operations. Highway connections and key development roads are being upgraded and repaired. The province is also calling for investment in a deep-water port system in eastern Lam Dong to support economic development.

Together, these projects are gradually reshaping Lam Dong's connectivity and reducing the disadvantages posed by its geographical distance from major industrial centers in southern Vietnam.

The responsibility of departments, sectors and local authorities in attracting investment is very significant. We must all regard investors' projects as our own projects. When businesses grow, the province will grow, and local people's living standards will improve.

The provincial government has made clear that no department, sector or locality should remain on the sidelines of investment promotion and support.

Within their respective authority, agencies and localities are expected to identify problems, connect with investors, provide support and remove obstacles until projects reach their final results.
