Launching the campaign, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi emphasized that 2026 marks the first year of implementing the Resolution of the First Congress of the Lam Dong Provincial Party Committee for the 2025–2030 term, which sets a GRDP growth target of at least 10%.

He described the target as a demanding task requiring strong political commitment, decisive leadership, coordinated action across the political system and active participation from businesses and citizens.

During the first six months of 2026, Lam Dong recorded positive socio-economic results. Provincial GRDP grew by 7.9%, an increase of two percentage points compared with the same period of 2025, ranking 24th among Vietnam's 34 provinces and centrally governed cities.

In the second quarter alone, growth reached 9.22%, placing Lam Dong 14th nationwide.

Although the first-half growth rate fell short of the province's projected scenario of 9.32%, the chairman said improvements across key economic sectors demonstrated a solid recovery trend.

State budget revenue exceeded VND18.6 trillion, reaching more than 58% of the central government's annual estimate and 55% of the provincial target.

Tourism also maintained strong momentum, with nearly 12 million visitor arrivals during the first half of the year, up more than 18% year-on-year. Tourism revenue was estimated at over VND33 trillion, an increase of 22.15% compared with 2025.

The province has also resolved obstacles affecting nearly 100 of 365 delayed investment projects. Solutions have been identified for the remaining projects and implementation is continuing. In addition, restructuring plans have been completed for all 505 public facilities identified as surplus following administrative restructuring.

Addressing the ceremony, Provincial Party Secretary Y Thanh Ha Nie Kdam described the campaign as an event of special significance.

He said it not only responds to the nationwide patriotic emulation movement launched by the Prime Minister but also demonstrates Lam Dong's political determination to achieve double-digit economic growth.

According to the Party Secretary, the target is highly challenging but essential for the province to unlock its development potential, capitalize on new growth opportunities and contribute to Vietnam's broader development objectives.

He instructed provincial authorities to review and adjust growth scenarios while identifying specific solutions to achieve the 2026 target.

Every sector and locality must clearly identify which industries can generate additional growth, which projects can immediately contribute to economic expansion, which resources can be mobilized, which administrative procedures need to be removed, and when concrete results can be delivered within each agency, unit and locality. These factors must form the basis for developing practical growth scenarios and implementing action plans with determination and effectiveness.

He also instructed all levels of government to accelerate public investment disbursement, particularly for key infrastructure projects, identifying this as one of the campaign's top political priorities.

Authorities were told to resolve bottlenecks immediately under the principle of addressing problems wherever they arise, with each level of government taking responsibility within its jurisdiction.

Regarding delayed investment projects, he called for transparent, lawful and comprehensive solutions that balance the interests of the State, investors and citizens.

He stressed that while violations must not be legitimized, valuable social resources should not remain frozen unnecessarily.

Improving the Investment Environment

Party Secretary Y Thanh Ha Nie Kdam also emphasized that administrative reform and improvements to the investment and business environment must serve as direct drivers of economic growth.

He said citizen and business satisfaction should become the benchmark for evaluating the performance of public authorities.

Local governments were instructed to fully implement the principle of "localities decide, localities implement and localities take responsibility," while strengthening decentralization alongside effective supervision.

He also called for eliminating the mindset of avoiding responsibility or delaying decisions that could hinder development opportunities.

Economic growth, he stressed, must go hand in hand with social welfare, environmental protection, national defense and security.

Lam Dong should pursue high-quality, sustainable growth rather than sacrificing environmental protection, social welfare or political stability for short-term economic gains.

Immediately after the launching ceremony, he instructed Party committees, government agencies and local authorities to formulate detailed action plans with clearly defined responsibilities, implementation schedules and performance targets.

The Provincial Party Secretary also urged stronger communication efforts to promote innovative models and successful practices, creating a vibrant atmosphere of competition across the province while inspiring dedication, innovation and aspirations for development among officials, businesses and the public.
