Lam Dong Launches Emulation Campaign to Achieve Sustainable Double-Digit Economic Growth

The Lam Dong Provincial People's Committee has issued a plan to launch the emulation campaign "Determined to Achieve Sustainable Double-Digit Economic Growth" for the 2026–2030 period, aiming to mobilize the entire political system, business community, and citizens to accelerate socio-economic development.

The campaign is designed to foster development momentum by encouraging innovation, scientific and technological advancement, digital transformation, and the expansion of green, digital, and circular economies. It also seeks to improve public governance, enhance the investment and business environment, and maximize the effective use of resources for rapid and sustainable growth.

Under the plan, Lam Dong targets an average Gross Regional Domestic Product (GRDP) growth rate of 10–10.5% annually from 2026 to 2030. By 2030, the province aims to achieve:

  • Per capita GRDP of US$8,000
  • Annual labor productivity growth of 6.5–7.5%
  • Total social investment equivalent to 35–40% of GRDP

Sustainable Growth as a Strategic Objective

Lam Dong considers sustained double-digit economic growth not merely an economic target but a strategic requirement to create comprehensive and long-term development momentum.

Provincial leaders emphasize that rapid growth must go hand in hand with sustainability, ensuring improvements in living standards while protecting the environment and maintaining social stability.

To achieve these ambitions, the province has identified three strategic breakthroughs:

  • Institutional reform and administrative modernization, focusing on removing bottlenecks, simplifying administrative procedures, increasing transparency, shortening processing times, and improving public services for citizens and businesses.
  • Development of modern and integrated infrastructure, particularly regional transport networks, to expand development space and strengthen investment attraction.
  • Human resource development and digital transformation, accelerating the application of science, technology, and innovation to meet the demands of the digital economy.

Strengthening Key Growth Drivers

Alongside institutional reforms, Lam Dong will continue strengthening its major economic pillars.

The agricultural sector will focus on expanding high-tech farming, increasing value-added production through deep processing, and diversifying export markets.

Industrial development will prioritize processing and manufacturing, renewable energy, and other high-value-added industries.

Tourism and services will continue shifting toward higher-quality products and diversified experiences to enhance the province's competitiveness as an attractive destination for both domestic and international visitors.

Public investment and infrastructure development are expected to play a leading role by creating multiplier effects and unlocking additional private-sector investment.

Eight Key Areas of Emulation

To accomplish its development objectives from 2026 to 2030, Lam Dong has identified eight major areas of action, including:

  • Building a modern institutional framework that promotes sustainable growth and improves the investment climate.
  • Mobilizing and utilizing resources effectively while supporting businesses, innovation, digital transformation, and green transition.
  • Strengthening national defense, public security, political stability, and social order.
  • Developing synchronized and modern infrastructure, expanding regional connectivity, promoting the marine economy and urban development, accelerating nationally significant projects, strategic transportation infrastructure, and resolving long-delayed investment projects.
  • Advancing new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas while preserving traditional cultural values.
  • Building a modern, professional, transparent, and service-oriented public administration.
  • Successfully implementing national target programs on cultural development, healthcare, population development, and education modernization.
  • Expanding proactive and effective international cooperation and global integration.
