Lam Dong moves to fast-track social housing investment procedures

The Lam Dong Provincial People's Committee has designated all social housing projects as a special priority group, aiming to remove administrative bottlenecks, shorten processing times and accelerate the development of new social housing for local residents.

Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People's Committee, has signed a directive approving the Department of Construction's proposal to shorten the processing time for social housing projects across the province.

Under the directive, all social housing projects will receive priority treatment. The Department of Construction, Department of Finance, Department of Agriculture and Environment, and People's Committees of communes and wards, together with relevant agencies, are required to proactively receive and process applications within their respective authority, in accordance with the law and established deadlines.

The directive also sets out specific time limits for government agencies to process investment procedures.

For non-publicly funded social housing projects on land already held by investors, the total processing time is capped at 125 days.

For non-publicly funded projects on land directly managed by the State, the maximum processing time is 147 days.

For social housing projects funded by the provincial budget and using land managed or recovered by the State, the maximum processing time is 116 days, excluding the time required for the provincial People's Council to approve the capital plan.

This process consists of 10 major steps, with a maximum of 75 days allocated to investment preparation and 41 days to project management and completion.

The new mechanism is expected to provide a significant boost to social housing investment in Lam Dong by reducing administrative delays and making project implementation more predictable for investors.

Provincial authorities have also instructed specialized agencies to assign experienced officials to directly guide investors and conduct preliminary reviews of application dossiers as soon as investors submit requests.

The Department of Construction will serve as the focal agency, responsible for receiving and resolving emerging difficulties while regularly reviewing and improving the procedures.

The move is intended to accelerate the development of social housing supply, particularly for low- and middle-income workers, while creating a more efficient and transparent investment environment for developers.
