Lam Dong Moves to Unlock Billions in Stalled Private Investment Projects

Lam Dong is accelerating efforts to remove legal and administrative bottlenecks affecting hundreds of privately funded investment projects, aiming to unlock significant capital flows, restore investor confidence and create new momentum for economic growth.

Nearly 100 projects revived

Lam Dong currently has 365 non-budget investment projects facing legal or administrative obstacles, with total registered investment of more than VND267 trillion.

For years, this enormous pool of private capital remained largely inactive, limiting investment attraction and reducing its contribution to the provincial economy.

In response, provincial authorities launched a coordinated campaign involving specialized task forces to identify obstacles, classify projects and develop tailored solutions. Dozens of working sessions have been held, while provincial leaders have conducted frequent field inspections to directly oversee progress.

After more than six months of implementation, Lam Dong has made significant progress.

As of the end of June 2026, authorities had fully resolved difficulties for 97 projects, unlocking approximately VND52.6 trillion in investment and allowing construction and implementation to resume.

Meanwhile, solutions have been completed or are being finalized for 245 additional projects. Authorities have also determined that 23 projects, with total registered capital of VND2.934 trillion, no longer meet legal requirements and will therefore be terminated.

According to Le Binh Minh, Deputy Director of the Department of Finance, the results reflect months of intensive work.

"At one stage, our department had to process hundreds of stalled projects simultaneously, creating enormous pressure. Through determination and close coordination, we have gradually achieved the outcomes we expected," he said.

Le Binh Minh said that after compiling the complete project inventory, the Provincial Party Standing Committee established a high-level steering group led directly by the Provincial Party Secretary to oversee the review and resolution process.

Specific responsibilities were assigned to each member, with regular meetings held to monitor implementation and provide direction.

Most projects have now been assigned detailed resolution plans.

Separately, the Provincial People's Committee established its own steering committee to coordinate project reviews and remove obstacles.

During the first phase, 365 projects were divided among six working groups. In the second phase, authorities reorganized the work into five specialized task forces, each focusing on a different category of obstacles and led by one of the provincial vice chairpersons.

A total of 64 on-site review meetings have been conducted.

Each working group has analyzed the specific causes behind individual project delays before assigning responsibilities and implementation deadlines to relevant departments and agencies.

Provincial leaders have also organized direct dialogue sessions with investors to better understand their concerns and accelerate solutions.

No agency allowed to stand aside

Provincial assessments indicate that most delayed projects remain stalled because of issues involving:

  • Administrative procedures;
  • Land-use planning;
  • Land allocation;
  • Site clearance and compensation;
  • Forest land conversion procedures.

Long-term delays have not only tied up valuable land resources but have also slowed Lam Dong's broader socio-economic development.

During a recent working session with Area VII Department under the Central Inspection Commission, Ho Van Muoi, Member of the Party Central Committee and Chairman of the Provincial People's Committee reaffirmed the province's determination to resolve every stalled project.

He stressed that removing obstacles is not only about unlocking economic resources but also about strengthening investor confidence in Lam Dong.

No agency or individual is allowed to stand aside from this mission. Those who fail to fulfill their responsibilities or delay the resolution process will be held accountable and face disciplinary action.

The provincial chairman added that authorities will no longer wait for investors to seek assistance.

Instead, provincial task forces will proactively contact businesses, identify underlying problems and resolve them as quickly as possible.

Among the 245 projects that already have approved resolution plans, priority will be given to those capable of commencing operations immediately after remaining obstacles are removed.

The Department of Finance has now categorized every stalled project by sector and assigned responsibility to relevant agencies.

Provincial vice chairpersons will continue supervising implementation and monitoring progress until each project is fully resolved.

Regarding the province's efforts, Ta Quang Trung, Deputy Director of Area VII Department under the Central Inspection Commission, urged Lam Dong to establish clear completion deadlines and assign accountability for every outstanding project.

He said projects within provincial authority should be resolved promptly, while cases exceeding provincial jurisdiction should be reported proactively, together with legal justifications and proposed solutions for higher-level authorities.

"Each agency must have clearly defined responsibilities. Matters within provincial authority should be resolved without delay, while issues beyond that authority should be promptly reported with legal grounds and recommended solutions," Ta Quang Trung said.

He also encouraged Lam Dong to maintain close coordination with the Central Inspection Commission's supervisory teams whenever additional support from central ministries is required.

As Lam Dong pursues its ambition of achieving double-digit economic growth, provincial leaders view the removal of long-standing investment bottlenecks as a decisive step toward unlocking dormant resources, improving the investment climate and accelerating sustainable development.

Officials say continued administrative reform, stronger accountability and more proactive leadership will be essential to fully mobilize the province's untapped private investment potential.
