Lam Dong Party Secretary Y Thanh Ha Nie Kdam: Tuyen Lam Lake Planning Must Be Comprehensive, Synchronized, and Visionary
On the afternoon of April 2, the Standing Committee of the Lam Dong Provincial Party Committee convened a meeting to review and comment on the master plan for the Tuyen Lam Lake National Tourist Area through 2050.

Attending the meeting were senior provincial leaders, including Party Central Committee member and Provincial Party Secretary Y Thanh Ha Nie Kdam; Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Ho Van Muoi; Standing Deputy Secretary Dang Hong Sy; Deputy Secretary and Chairman of the Provincial People’s Council Luu Van Trung; along with leaders from provincial departments and agencies.

According to the Management Board of the Tuyen Lam National Tourist Area, this planning revision reflects a significant shift in mindset—from control-based management to governance focused on conservation and sustainable value creation. The plan incorporates directives from provincial leaders and is developed with the participation of international consulting firm Gensler (USA).

Following a review of 33 existing projects, stakeholders have proposed multiple new approaches aimed at creating a distinctive identity for Tuyen Lam Lake while enhancing the competitiveness of local tourism. A key principle throughout the planning process is strict legal compliance combined with heritage conservation.
Protected zones of national heritage sites have been carefully reviewed and aligned with forestry and land-use planning to minimize potential obstacles during implementation.

The plan also emphasizes strengthening connectivity between existing tourism products and future development zones. Development is guided by four core pillars: environment, society, economy, and governance—prioritizing ecosystem protection, promotion of local cultural values, and improved service quality.
Notably, spatial development is organized into “transition zones” from urban areas to ecological regions, aiming to position Tuyen Lam Lake as a model for eco-tourism in Vietnam.

At the meeting, provincial leaders noted that the revised plan includes several important additions, particularly areas designated to attract investment and elevate the tourism zone. However, certain issues related to forest land and heritage boundaries require further consultation with central ministries to finalize the dossier in accordance with regulations.
Participants also stressed the need for a comprehensive review to ensure feasibility, while paying attention to public spaces and balancing tourism development with local livelihoods.

In his concluding remarks, Provincial Party Secretary Y Thanh Ha Nie Kdam expressed strong support for the master planning initiative, emphasizing Tuyen Lam Lake’s strategic importance as a key highlight of Da Lat and Lam Dong Province.
He called for a well-structured, forward-looking plan that harmonizes conservation with development. In particular, he stressed the importance of synchronization across all planning elements, warning that even strong ideas would be difficult to implement without consistency.
The province will continue working closely with consultants and relevant agencies to finalize the plan and submit it to central authorities, aiming for the sustainable development of the Tuyen Lam National Tourist Area in the years ahead.
