Lam Dong Provincial Party Secretary Calls for Faster Construction of Key Expressways

Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam has called on investors, contractors and relevant units to accelerate construction progress on the Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressway projects, stressing the principle that “wherever land clearance is completed, construction must begin immediately.”

Provincial Leaders Inspect Key Expressway Projects

On May 20, Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and Head of the provincial National Assembly Delegation, conducted an on-site inspection of the Bao Loc – Lien Khuong Expressway Project under the public-private partnership (PPP) model, Phase 1, as well as the Ly Thai To interchange connecting the Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressways.

Joining the inspection delegation were Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee; Nguyen Khac Binh, Member of the Provincial Party Standing Committee and Chief of the Provincial Party Committee Office; along with leaders of provincial departments, agencies and localities.

The delegation conducted field inspections at the Phu Hoi interchange and several sections along the Bao Loc – Lien Khuong expressway corridor.

Accelerating Progress on Bao Loc – Lien Khuong Expressway

The Bao Loc – Lien Khuong Expressway Project has a total investment capital of VND 17.718 trillion, including VND 7.761 trillion from the state budget and approximately VND 9.957 trillion mobilized by investors. The route stretches 73.62 kilometers, beginning in Ward 1 Bao Loc and ending in Hiep Thanh Commune.

According to project reports, site clearance has reached approximately 90% of the planned target, with 342 out of 621 hectares already handed over, equivalent to more than 55%.

To date, authorities have selected 13 out of 20 priority bidding packages for implementation, including seven consulting packages, one non-consulting package and five construction packages.

Construction Progress Still Behind Schedule

Of the 11 priority construction locations, four sites — including overpasses at Km185+685, Km186+819, Km193+879 and the Phu Hoi interchange — are currently eligible for construction activities.

However, although construction has already begun, project progress remains slower than required, according to reports presented during the inspection.

The delegation later inspected the Ly Thai To Road interchange, the connection point between the Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressways, while listening to updates from relevant units regarding land clearance and implementation progress.

Strategic Regional Connectivity Project

The Tan Phu – Bao Loc Expressway Project spans approximately 66 kilometers, with a total investment capital of VND 18.002 trillion. Of the total route, nearly 54 kilometers pass through Lam Dong Province.

The project begins at Km59+798.33, connecting with the Dau Giay – Tan Phu Expressway at the National Highway 20 interchange in Phu Lam Commune, Dong Nai City, and ends at Km125+675 near Nguyen Van Cu Road intersection in Ward 1 Bao Loc.

To support construction activities, investors have established a project management office in Da Huoai Commune and arranged two temporary construction camps and material storage areas at the Km74+300 interchange with Provincial Road DT.721 and the Km113+800 interchange with Ly Thai To Road.

Human resources, machinery and equipment have also been mobilized and remain ready for full-scale construction once sufficient land clearance is completed.

Speaking during the inspections, Party Secretary Y Thanh Ha Nie Kdam acknowledged the efforts and determination of local authorities and the strong cooperation of residents in supporting site clearance for the projects.

However, he stressed that these are strategic infrastructure projects and noted that the current mobilization of manpower and machinery at construction sites has yet to meet expectations.

The Provincial Party Secretary requested investors, contractors and relevant units to review and reassess implementation plans to ensure construction schedules align with funding and project timelines.

Wherever land clearance is available, construction must proceed immediately.

The Provincial Party Secretary underscored that the completion of the two strategic expressway projects would not only improve transport infrastructure and expand development space, but also create new momentum for economic growth, enhance regional competitiveness and attract greater investment to Lam Dong.

He affirmed that with appropriate mechanisms and policies, Lam Dong Province will continue supporting investors and contractors to ensure favorable conditions for project implementation, helping accelerate completion and early operation of the expressway network.
