Lam Dong Pushes Forward Tuyen Lam Lake Tourism Plan
On August 18, the Lam Dong Provincial People's Committee met with relevant agencies to review and accelerate the preparation of the Master Plan for Tuyen Lam Lake National Tourism Area through 2050.

Accelerating Planning for Long-Term Development
The meeting was co-chaired by Nguyen Hong Hai, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, and Dinh Van Tuan, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee.
According to the report, the Management Board of Tuyen Lam Lake National Tourism Area has completed the selection of a consulting unit to prepare the master plan. It has also received a planning concept from the sponsoring unit and is coordinating with the consultant to develop the plan in line with the planning tasks approved by the provincial People's Committee. Funding for the work has also been allocated, with an additional budget estimate approved.

The consultation process on the draft plan has been broadly implemented. The Management Board has received all 15 opinions from departments, agencies and localities; 22 of 33 responses from businesses; and 65 of 100 responses from residents. It is working with the consulting unit to review and provide explanations regarding the feedback. A community consultation conference was also held, providing a basis for completing the planning dossier.
The Management Board has also proactively sought opinions from the Ministry of Culture, Sports and Tourism and continued supplementing the dossier as requested. Once the Ministry issues its official opinion, the Management Board will incorporate the feedback, finalize the dossier and submit it for appraisal in accordance with regulations.

Accelerating the planning process is expected to provide an important foundation for the coordinated development of Tuyen Lam Lake National Tourism Area, ensuring both the conservation and promotion of its scenic values and the effective use of its tourism potential.
Balancing Development with Landscape Conservation
Speaking at the meeting, Vice Chairman Dinh Van Tuan stressed that the Master Plan for Tuyen Lam Lake National Tourism Area must be carefully reviewed and completed to ensure consistency, coordination and feasibility during implementation.
Particular attention should be paid to the continuity and integration between the previously approved planning and the new planning orientation, avoiding overlaps and conflicts while ensuring consistency in the management and development of the tourism area.

Vice Chairman Dinh Van Tuan asked relevant agencies to carefully review land-use targets, construction density, building heights and other planning indicators, ensuring compliance with regulations, overall development orientations and the distinctive characteristics of Tuyen Lam Lake National Tourism Area.
The proposals included in the plan should be studied with a balance between development needs, landscape and environmental protection, and the effective promotion of the area's distinctive values.
Regarding the proposed construction of a scenic bridge, Vice Chairman Dinh Van Tuan asked the consulting unit and relevant agencies to carefully assess its aesthetic, architectural and technical aspects, ensuring that the structure would not adversely affect the overall landscape of the tourism area.
A detailed explanatory report should also be prepared, clarifying the necessity, location, scale, design options and potential operational effectiveness of the project.

For the use of Tuyen Lam Lake's water surface, further research is needed to develop the concept toward reasonable and effective use, creating highlights within the landscape and contributing to distinctive tourism products while ensuring compliance with conservation, landscape protection and current regulations.
Strengthening Oversight and Planning Quality
Concluding the meeting, Vice Chairman Nguyen Hong Hai said that progress in preparing the Master Plan for Tuyen Lam Lake National Tourism Area had been made in recent times. However, the quality of the plan has not yet fully met the requirements. Relevant agencies therefore need to continue reviewing and completing it with urgency, thoroughness and a high sense of responsibility.

Vice Chairman Nguyen Hong Hai assigned the Management Board of Tuyen Lam Lake National Tourism Area and relevant agencies to conduct more in-depth and detailed reviews of each area within the planning boundary. They must also fully update information, particularly newly arising or changed issues, to ensure the plan is complete and accurate.
For the planning drawings, provincial leaders requested clear, visual and easy-to-understand presentations to facilitate management and implementation after the plan is approved. Projects and developments attracting public attention must be fully reflected in the drawings. Areas with overlapping plans must be clearly marked on maps to avoid confusion during implementation.
For areas expected to attract investment, particularly land proposed for removal from the forestry planning area, Vice Chairman Nguyen Hong Hai requested specific and rigorous calculations of land area and location. Any adjustment must not affect traffic connectivity, technical infrastructure or the overall development space of the area.
Attention should also be paid to the investment plans, schedules and phases of individual projects to ensure appropriate and feasible planning orientations.

Vice Chairman Nguyen Hong Hai assigned the Department of Agriculture and Environment to promptly submit a report to the provincial People's Committee on the list of land areas proposed for removal from the forestry planning area. The report must clearly identify each location and area and assess whether the proposed adjustments are appropriate, providing a basis for consideration and resolution.
The Department of Construction was assigned to act as the focal point, coordinating and urging departments, agencies, localities and relevant units to urgently complete their assigned tasks. It must also closely control the quality of the planning dossier and ensure the quality of the final plan.
Vice Chairman Nguyen Hong Hai also asked the Department of Finance to review responsibilities and tasks under its management, particularly the current status of projects within Tuyen Lam Lake National Tourism Area, and compile and report the findings to the provincial People's Committee in accordance with regulations.
The Management Board of Tuyen Lam Lake National Tourism Area shall coordinate with departments, agencies, localities and relevant units to proactively prepare all necessary content, dossiers and conditions to receive and work with the delegation from the Ministry of Culture, Sports and Tourism during its survey and working visit to the tourism area. This will facilitate the timely provision of information and clarification of relevant issues, creating a basis for completing the plan and promptly proceeding with the next steps in accordance with regulations.
