Lam Dong Resolves Bottlenecks in Key Power Transmission Projects

On January 15, Mr. Le Trong Yen, member of the Lam Dong Provincial Party Standing Committee and Standing Vice Chairman of the Lam Dong Provincial People’s Committee, chaired a working session with the National Power Transmission Corporation (EVNNPT).

The meeting focused on discussing and resolving obstacles in the implementation of power transmission grid projects in Lam Dong Province.

During the working session, EVNNPT outlined the remaining challenges for two key projects: the 500kV Ninh Son–Chon Thanh transmission line and the 500kV Krong Buk–Tay Ninh 1 transmission line.

According to EVNNPT, the 500kV Ninh Son – Chon Thanh transmission line project is one of two key national projects. The project spans more than 260 kilometers, with a 173-kilometer section passing through Lam Dong Province. It is implemented to evacuate power output from generation sources and strengthen interconnections within the southern power grid.

However, the project is currently encountering obstacles due to overlaps with the National Mineral Planning, which is stalling the completion of investment approval procedures.

Representatives of the Lam Dong provincial department and agencies said that during the review of project documentation, the Department of Agriculture and Environment has coordinated with the Vietnam Department of Geology and Minerals to provide guidance on procedures for resolving obstacles in accordance with the Government’s Resolution No. 66.3/2025.

The Lam Dong Provincial People’s Committee is closely coordinating with EVNNPT and relevant ministries and agencies to promptly address outstanding issues, thereby providing a basis for approving the route alignment and substation plans. These efforts aim to create favorable conditions for the project to commence on schedule in the third quarter of 2026.

The 500kV Krong Buk – Tay Ninh 1 transmission line project is also being accelerated in preparation for groundbreaking. The project has a total length of approximately 330 kilometers, with a 117.54-kilometer section passing through Lam Dong. This is a key project to enhance interregional transmission capacity and meet electricity demand in the southern region.

Several appraisal opinions for the projects are still pending additional input. The Ministries of Industry and Trade, Finance, and National Defense, have yet to provide their official written feedback to the Lam Dong Provincial People’s Committee. Meanwhile, survey work, impact assessments, and procedures for converting forest land-use purposes are also being jointly carried out by the relevant units.

The Lam Dong Provincial People’s Committee has instructed relevant departments and agencies to accelerate the appraisal process and strengthen coordination so that the projects can break ground in 2027 as planned.

During the working sessions, relevant parties deliberated on existing difficulties and shortcomings, particularly legal issues related to overlapping mineral planning, procedures for converting land-use purposes, and pending appraisal opinions from provincial departments and relevant ministries and agencies.

The Lam Dong Provincial People’s Committee highly appreciated the efforts of EVNNPT and the participating parties and agreed to direct provincial departments and agencies to coordinate to resolve outstanding issues.

The proposals and recommendations put forward by EVNNPT were acknowledged by the Provincial People’s Committee, which assigned relevant departments and agencies to study and coordinate their implementation.
