Lam Dong’s Construction Sector Accelerates to Meet 2026 Development Targets
On July 7, the Ministry of Construction held a nationwide online conference to review its performance in the first half of 2026 and outline key priorities for the remainder of the year. The conference was chaired by Tran Hong Minh, Member of the Party Central Committee and Minister of Construction.
At the Lam Dong venue, Nguyen Hong Hai, member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, attended the conference with representatives from provincial departments and agencies.
The report shared at the conference indicated that the construction sector saw considerable progress in the first half of 2026 in essential areas, including institutional matters.
A significant achievement for the sector was the successful completion of its entire legal document drafting initiative. Additionally, the Ministry of Construction met all the administrative reform objectives outlined in Conclusion No. 18-KL/TW and ranked third among 12 ministries and ministerial-level agencies in digital transformation by effectively launching all 10 specialized databases.
In the transportation sector, Vietnam added another 395 km of expressways, increasing the total length of the national expressway network to 3,345 km and finalizing the eastern North-South Expressway from Lang Son to Ca Mau. At the same time, 219 km of national highways were newly built, and 212 km were renovated, further enhancing the country's transportation infrastructure.
Urban development and housing also continued to demonstrate positive advancements. The national urbanization rate is estimated to have surpassed 45%, with all urban areas having sanctioned master plans and around 94.4% of communes having completed their planning.
Regarding the social housing initiative, a total of 96 projects have been successfully finalized across the country, providing 27,636 housing units, with many localities achieving or surpassing their designated goals.
The transportation sector experienced significant growth, with a year-on-year rise of 18.8% in passenger traffic and a 13.2% increase in freight volume. Additionally, the management of urban infrastructure saw improvements, as 95% of urban inhabitants now have access to clean water.
In Lam Dong, the construction industry exceeded multiple targets set for the first half of the year. The Department of Construction accomplished four out of eight major tasks assigned by the Provincial People's Committee. The coverage of the urban zoning plan reached 55%, accomplishing the annual objective, as the province's urbanization rate rose to 45%, which is 125% of the annual target. Moreover, over 83.5% of the urban population now has access to clean water.

Progress in planning work has been consistent, with all 101 communes approving their overall planning tasks and 96 communes actively working on detailed plans. The transportation and logistics sector saw a growth of about 30% compared to the same period last year.
Meanwhile, the three projects overseen by the Department of Construction have disbursed over 60% of their allocated investment funds, surpassing the provincial average. Administrative reform has also achieved significant results, with 99.4% of administrative applications being processed on or ahead of schedule.
Concluding the conference, Minister of Construction Tran Hong Minh directed the whole sector to concentrate on achieving all goals for 2026, highlighting that the outcomes of implementation would be the primary metric for evaluating each unit's effectiveness.
The Minister emphasized the importance of persistently assessing and modifying legal regulations to streamline administrative processes, enhance the investment and business climate, and promote greater decentralization to local authorities.
The Ministry of Construction is expected to analyze a system for setting national goals for the development of rental housing while also fast-tracking revisions to the Housing Law and the Real Estate Business Law to establish policies that enhance the rental housing market, better addressing housing needs and supporting sustainable development within the real estate sector.
The Minister has also directed relevant agencies to tackle obstacles related to site clearance and construction materials, while expediting essential national infrastructure projects, such as the North-South High-Speed Railway, the Lao Cai–Hanoi–Hai Phong Railway, Long Thanh International Airport, and various expressway projects, thus aiding economic growth and fostering the advancement of a modern, integrated infrastructure network.
