Lam Dong Seeks Breakthrough Solutions to Realize Its Development Aspirations
Gathering leading experts, scientists, policymakers, and investors, the scientific conference “Lam Dong Development Model: Potential and Breakthroughs” provided valuable strategic guidance, scientific foundations, and practical insights to identify feasible breakthrough solutions that can help Lam Dong achieve its development aspirations in the new era.

Following the expansion of its development space, Lam Dong now encompasses a large territory extending from highlands and midlands to coastal areas. The province possesses unique advantages that few localities can match.
Among the most notable are its industrial potential, particularly mineral resources, including bauxite and titanium reserves, as well as green and renewable energy potential. Lam Dong alone holds approximately 5.4 billion tons of raw bauxite reserves.
It is expected that on July 2, 2026, the first batches of aluminum produced in Vietnam will emerge from the Nhan Co area of Lam Dong Province.
High-tech agriculture is another major advantage. The province currently has one of the largest agricultural production areas in the country, exceeding 1.2 million hectares.

Lam Dong is also a promising tourism destination, benefiting from a unique combination of forests and sea. New tourism models such as eco-tourism, forest-canopy tourism, farm tourism, resort tourism, and wellness tourism are attracting growing numbers of visitors.
Assessing Lam Dong’s potential, Associate Professor, Dr. Doan Minh Huan, Politburo Member and Director of the Ho Chi Minh National Academy of Politics, emphasized that following the merger, Lam Dong possesses a complete spectrum of advantages stretching from the Central Highlands to coastal regions—an asset few provinces or centrally governed cities can claim.

This represents an extremely important opportunity to restructure the growth model and establish new economic corridors and growth poles. Building on this foundation, Lam Dong can generate spillover effects and strengthen connectivity among the South Central Coast, the Central Highlands, and the Southern Key Economic Region.

According to Dr. Huan, Lam Dong’s existing advantages have attracted significant interest from experts, researchers, and investors studying the province’s development prospects.
However, alongside these strengths, Lam Dong also faces considerable challenges. Economic scale and growth rates have yet to fully reflect the province’s potential. Transportation and logistics infrastructure remain major bottlenecks affecting regional connectivity and development expansion.
Against this backdrop, Lam Dong—like many other localities—requires practical, science-based guidance and policy-oriented recommendations to help shape appropriate strategic development directions.
Sharing the same perspective, Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and Head of the National Assembly Delegation of Lam Dong Province, stated that in the post-merger period, Lam Dong must continue improving its legal and institutional framework while enhancing the effectiveness and efficiency of the entire political system. The province must simultaneously advance decentralization and delegation of authority while maximizing resources and removing development bottlenecks.

According to the Provincial Party Secretary, the new development space and changing context require innovation in thinking and approaches across all sectors. The province needs recommendations, solutions, and strategic advice from experts to support its transformation and development journey.
For that reason, the conference served not only as an opportunity to review achievements but also as a platform for candid discussions grounded in scientific and practical foundations, helping identify feasible breakthrough solutions for Lam Dong’s future development.

Valuable Insights and Practical Experience
The conference attracted a wide range of experts, scientists, representatives from major corporations, and investors, once again demonstrating that Lam Dong is drawing significant attention from both the academic community and the business sector.
During the event, 15 experts, scientists, and business leaders presented proposals on development mechanisms, policies, and strategic orientations. Discussions focused on maximizing the role of economic sectors and innovating growth models based on the province’s unique advantages.

Regarding tourism, one of Lam Dong’s key economic pillars, Nguyen Quoc Ky, Chairman of the Board of Directors of Vietravel Tourism Joint Stock Company, noted that Lam Dong possesses all the necessary elements to elevate its tourism industry. However, what remains lacking is a distinctive identity built around the concept of becoming the “Source Land of Vietnam.”
“Only when Lam Dong establishes its own unique brand identity will tourism here gain greater value. The province should position itself as the ecological cradle of Vietnam, the source of major river systems, and a national hub for agriculture and tourism” Nguyen Quoc Ky stated.
In the field of renewable energy, Associate Professor, Dr. Nguyen Dinh Tho, Deputy Director of the Institute of Strategy and Policy for Agriculture and Environment under the Ministry of Agriculture and Environment, highlighted Lam Dong’s considerable renewable energy potential. This could become a foundation for attracting high-tech and artificial intelligence centers.

Lam Dong should establish a renewable-energy-powered development center while promoting science and technology to maximize this potential. Such a center would facilitate the integration of population, land, and resource databases, thereby unlocking the province’s overall development potential.

The conference also provided Lam Dong with valuable experience in developing the marine economy, logistics, tourism, and high-quality services drawn from localities such as Da Nang, Khanh Hoa, and Thanh Hoa.
Regarding special development mechanisms, Lam Dong received insights from Da Nang’s leadership concerning challenges in decentralization, resource mobilization, and coordination between central and local authorities.
Phan Van My, Deputy Director of the Da Nang Department of Agriculture and Environment, explained that following the implementation of the two-tier local government model, Da Nang benefited from several special mechanisms granted by the central government. Alongside central support, the city proactively introduced policies suited to local conditions.

“Da Nang has implemented numerous practical development policies, particularly those aimed at removing resource bottlenecks. Throughout the process, we have prioritized balancing the interests of the State, businesses, and citizens. Assigning responsibilities clearly to government agencies has also been a key success factor,” Phan Van My said.
Regarding the successful attraction of large-scale industrial and energy projects and the development of the marine economy, Trinh Huy Trieu, Member of the Standing Committee of the Thanh Hoa Provincial Party Committee and Head of the Nghi Son Economic Zone and Industrial Parks Management Board, shared valuable experiences with Lam Dong.
Following the merger, Lam Dong and Thanh Hoa share many similarities in geographical and topographical conditions. In some respects, Lam Dong enjoys even greater advantages due to its proximity to major economic growth centers in the southern region.
“To ensure an effective coastal economic zone, projects must first be feasible. Planning must reflect actual conditions and fully leverage local strengths. Equally important is the consistent support of local authorities for investors throughout the development process,” Trieu noted.

Similarly, Nguyen Trong Chanh, Deputy Director of the Khanh Hoa Department of Agriculture and Environment, emphasized that marine economic development must align with marine spatial planning, urban planning, and energy planning.
“If development relies solely on isolated projects, conflicts and overlaps in planning are inevitable. To pursue sustainable socio-economic growth, Lam Dong must pay close attention to marine ecosystems,” he said.
Supporting Lam Dong’s Strategic Development Planning
The Resolution of the First Congress of the Lam Dong Provincial Party Organization for the 2025–2030 term sets the goal of comprehensive development, with stability as the foundation, socio-economic growth as the central task, and the well-being and prosperity of the people as the ultimate objective. By 2030, Lam Dong aims to become a well-developed province and one of the region’s dynamic growth poles in the nation’s new era of advancement.

According to Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and Head of the National Assembly Delegation of Lam Dong Province, achieving the province’s ambitious double-digit GRDP growth target requires breakthroughs in development thinking, growth models, and spatial planning.
This challenge is also a driving force for restructuring the economy toward a greener, more modern, and sustainable future. Lam Dong will strengthen the linkage between highland and coastal development while placing greater emphasis on science and technology, innovation, and digital transformation as new growth drivers.
