Lam Dong Seeks Special Policy Mechanisms to Accelerate Development
At a working session held on May 28 to review the leadership, supervision and implementation of political tasks in Lam Dong Province, Nguyen Van Quang, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court, said the inspection delegation would recommend that the Politburo consider special mechanisms and policies to support Lam Dong’s development.

The meeting was attended by Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee and Head of the Provincial National Assembly Delegation; Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee; Dang Hong Sy, Standing Deputy Secretary of the Provincial Party Committee; Luu Van Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Lam Dong Province; Bui Thang, Deputy Secretary of the Provincial Party Committee, along with members of the Provincial Party Standing Committee.

According to a draft report, the Lam Dong Provincial Party Standing Committee has focused on directing the operation of the two-tier local government model while proactively implementing central government policies and resolutions in line with local conditions.
Inspection and supervision activities have been carried out in accordance with regulations, ensuring quality and progress.

The province has also implemented solutions aimed at maintaining an average GRDP growth rate of more than 10% during the 2026–2030 period. Efforts include carrying out the Politburo’s Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation, alongside related policies.
The province continues to prioritize evaluation and assessment of Party organizations, Party members and leadership personnel at all levels.

Addressing Bottlenecks
Delegation members highlighted several challenges affecting the implementation of political tasks, including issues related to decentralization, coordination mechanisms among agencies and localities, organizational restructuring, personnel arrangements and infrastructure investment after the implementation of the two-tier local government model.
These findings are expected to provide a basis for Lam Dong to further review and address existing limitations.

Provincial leaders reported positive socio-economic results in the first five months of 2026.

Agricultural production remained stable, while industrial output continued to expand, with several key products recording strong growth.
Tourism remained a bright spot, welcoming approximately 970,000 visitors, including around 35,000 international arrivals. Tourism revenue was estimated at VND2.188 trillion.

State budget revenue exceeded VND14.93 trillion, surpassing both central government targets and provincial projections. Investment attraction also showed positive momentum.
The province licensed 26 new non-budget investment projects with total registered capital exceeding VND55.6 trillion. Improvements in the business environment have helped create more favorable conditions for investors and enterprises.

Lam Dong is currently revising its Provincial Master Plan for the 2021–2030 period, with a vision to 2050. The plan is expected to serve as a foundation for future development within the province’s expanded administrative and economic space.
The province is also accelerating public investment disbursement and removing obstacles affecting 367 non-budget investment projects.

To date, difficulties have been resolved for 70 projects, helping unlock investment resources and accelerate implementation.
Provincial leaders also urged the central government to provide support in addressing policy and regulatory bottlenecks that continue to constrain development.

After one year of operating under the two-tier local government model, provincial leaders said most officials have demonstrated a strong sense of responsibility and commitment. However, some personnel still face limitations in professional capacity and performance.

Proposals for Special Development Mechanisms

On behalf of the Politburo and the Party Secretariat, Nguyen Van Quang, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court, praised Lam Dong’s achievements in socio-economic development, national defense, security and local governance reform.

He called on both the inspection delegation and the Provincial Party Standing Committee to continue refining reports to ensure comprehensive, objective and substantive assessments of achievements, shortcomings and future solutions.
He also urged Lam Dong to continue improving decentralization mechanisms, strengthen coordination among government agencies and accelerate growth model transformation linked to science, technology, innovation and digital transformation in accordance with Resolution No. 57.
In addition, the province should prioritize urban and rural planning adjustments to create new development momentum.
Nguyen Van Quang affirmed that he would report to the Politburo and recommend consideration of special policy mechanisms for Lam Dong to support the province’s development in the next phase.
The province should incorporate proposals for special mechanisms that enable the effective mobilization and utilization of resources in land, infrastructure, tourism, high-tech agriculture and the green economy, while creating a favorable legal framework to attract strategic investment and promote rapid, sustainable growth.

He said the province would focus on addressing shortcomings, strengthening governance effectiveness and mobilizing internal resources to achieve its socio-economic development goals in the coming years.
