Lam Dong Shares Experience in Public Investment and PPP Project Management
Lam Dong Province is looking to strengthen cooperation in public investment and public-private partnership (PPP) project management, research and technology transfer, and transport infrastructure development to improve regional connectivity.
On the afternoon of October 15, Nguyen Hong Hai, Standing Member of the Lam Dong Provincial Party Committee and Standing Vice Chairman of the Lam Dong Provincial People's Committee, chaired a meeting with representatives of the University of Transport and Communications and the My Thuan Project Management Board to share experience in managing public investment and PPP projects and discuss potential cooperation in training, scientific research, technology transfer and transport infrastructure development.

Participants shared experience in managing and implementing construction projects, particularly large-scale transport projects involving complex technical requirements and requiring resources from multiple economic sectors. The exchange aimed to strengthen project management capacity and support the implementation of key infrastructure works to meet the province's development needs.

Lam Dong also plans to expand cooperation with the University of Transport and Communications in workforce training, applied scientific and technological research, technical consultancy and the transfer of research findings to support transport infrastructure planning, construction and management.
Following the administrative merger, Lam Dong encompasses a vast geographical area stretching from the Central Highlands and mountainous terrain to the coast. This diversity presents greater demands for transport planning, investment and infrastructure management, particularly in strengthening interregional connections, completing the transport network and making effective use of the potential and advantages of different areas.

In this context, closer links between the university's academic expertise and research capabilities and the province's practical needs are expected to support infrastructure planning and development.
The proposed cooperation areas include training and professional development for management and technical personnel; research into new technologies; planning consultancy; construction testing and inspection; and technical solutions for transport infrastructure, urban development and logistics.

Under the proposed cooperation framework, Lam Dong's Department of Construction will identify annual needs for training, technical consultancy, planning and research linked to specific projects. The department will designate coordination contacts, provide relevant data in accordance with regulations, and facilitate field surveys and access to project records for transport and urban infrastructure under the province's management.

The University of Transport and Communications is expected to mobilise lecturers, experts and resources from its faculties, institutes, centres and laboratories to support training, research, technical consultancy, construction inspection and technology transfer. The activities will focus on addressing practical challenges in infrastructure management, planning and construction investment, with an emphasis on producing research outcomes that can be applied in practice.

One proposed approach is to establish a mechanism for the province to commission the university to undertake specific tasks, including workforce training, applied research, technical consultancy and inspection, planning, and the design of major transport infrastructure projects. This approach would strengthen links among state management agencies, educational institutions and project implementation bodies, helping improve project preparation, implementation and management.
Under the implementation plan, the parties will establish a joint coordination team to develop an action plan after the cooperation agreement is signed. Priority tasks for 2026 include short-term training programmes for management and technical personnel, surveys of existing transport infrastructure, and the identification of priority planning consultancy and research assignments. The cooperation plan will be reviewed and adjusted annually to reflect actual needs, implementation progress and the resources available to the parties.

Through cooperation with the University of Transport and Communications and the exchange of experience with the My Thuan Project Management Board, Lam Dong aims to strengthen its capacity to manage public investment and PPP projects, promote the application of science and technology, and develop a highly skilled workforce.
These efforts are expected to contribute to a more integrated transport infrastructure network, stronger regional connectivity and sustainable socioeconomic development across the province.
