Lam Dong speeds up compensation and resettlement for major expressway projects

The Bao Loc–Lien Khuong and Tan Phu–Bao Loc expressway projects play a crucial role in Lam Dong’s socio-economic development. While compensation, support, and resettlement have recorded positive outcomes, further acceleration is required to ensure on-schedule land clearance for construction.

Bao Loc–Lien Khuong Expressway: Compensation disbursement exceeds 40%

According to Mr. Huynh Van Minh, Deputy Director of the Lam Dong Provincial Land Development Center, the Bao Loc–Lien Khuong Expressway spans 68.53 kilometers, with approximately 539.44 hectares of land to be acquired. The project affects 2,440 cases, including 2,436 households and individuals, and 11 organizations.

Given its large scale, the project involves highly complex site clearance work and affects multiple localities across the province.

By December 31, 2025, People’s Committees at the commune and ward levels had approved compensation, support, and resettlement plans for 2,332 households, with a total budget of VND 2,695.819 billion. Following these approvals, compensation payments were rolled out simultaneously from mid-January 2026, leading a marked improvement in implementation progress.

To date, compensation has been disbursed to 1,016 households, totaling VND 1,216.574 billion, equivalent to approximately 43.6% of affected households and 45.1% of the total value. Payments have been organized by locality and conducted in multiple phases, closely aligned with site clearance progress, while ensuring transparency and compliance with regulations.

In Bao Loc Ward 1, one of the localities with the fastest disbursement progress, compensation plans were approved for 142 households with a total value of VND 225.8 billion. So far, payments have been made to 93 households, accounting for 65.5% of affected households and 76.4% of the total value. This area is regarded as a bright spot in the overall compensation efforts of the project.

In Bao Lam 2 Commune, compensation plans were approved for 196 households with a total budget of VND 245.76 billion, with payments completed for 68 households, accounting for 34.7%. Meanwhile, Hoa Ninh Commune approved compensation for 118 households, with payments made to 46 households, reaching nearly 39%.

In Di Linh Commune, which has a large volume of affected cases, compensation plans have been approved for a total of 511 households with a budget exceeding VND 502 billion. Implementation has been divided between two executing units. Of this, the portion handled by the Di Linh Project Management Board has reached 36.7%, while the segment managed by the provincial Land Development Center has achieved only 12.7%, mainly due to difficulties in updating land measurement records and overlapping land boundaries.

Meanwhile, the communes of Bao Thuan, Gia Hiep, Ninh Gia, Duc Trong, Tan Hoi, and Hiep Thanh have largely completed the approval of compensation plans, with disbursement rates ranging from 20% to over 70%, depending on the locality. Among these, Hiep Thanh Commune and Bao Loc Ward 1 have recorded high disbursement rates, contributing significantly to accelerating site handover progress.

Overall, the inventory, preparation, and approval of compensation plans for the Bao Loc–Lien Khuong Expressway have largely been completed along the entire route. Most remaining difficulties relate to cases involving absent land users, land disputes, defense land, forestry land, or the need for cadastral record adjustments.

However, with drastic involvement of local authorities and relevant agencies, the project is being implemented on schedule, laying an important foundation for the early handover of construction sites.

Tan Phu–Bao Loc expressway removes legal bottlenecks, regains momentum

The Tan Phu–Bao Loc Expressway project (the section passing through Lam Dong Province) spans 53.88 km and requires the recovery of approximately 393.61 hectares of land, affecting 913 households and organizations, including 900 households and 13 organizations. Compared to the Bao Loc–Lien Khuong Expressway, this project has faced greater challenges in compensation, support, and resettlement.

By the end of 2025, local authorities had approved compensation plans for 590 households, with a total budget of VND 610.77 billion. However, to date, payments have been made to only 114 households, totaling VND 144.83 billion, accounting for approximately 19.3% of affected households and 23.7% of the total value. The slower disbursement progress is mainly attributed to land-related legal issues, complex land management histories, and multiple ownership transfers.

Specifically, in Bao Loc Ward 1, compensation plans have been approved for 195 households, with a total budget of VND 255.04 billion. Payment disbursement is scheduled to take place by the end of January 2026. Meanwhile, Bao Loc Ward 2 has approved compensation plans for 211 households, with payments made to 47 households, reaching 20.6 percent. Progress in this area has been slowed by cases involving land subdivision and multiple ownership transfers, which complicate the verification of land use rights.

In Da Huoai Commune, compensation plans have so far been approved for 37 households, with a total budget of VND 48.75 billion. Payments have been disbursed to only two households, representing a modest 6.5%, mainly due to complications involving forestry land and land managed by enterprises.

Da Teh 2 Commune has approved compensation plans for 147 households, with a total budget of VND 47.94 billion. Payments are scheduled for January 26, 2026, a move expected to significantly improve disbursement rates in the coming period.

According to the provincial Land Fund Development Center, inventory and legal verification for the Tan Phu–Bao Loc Expressway remain uneven across localities, particularly in areas with complex land management histories.

However, local authorities have developed focused payment plans and intensified communication and outreach efforts to encourage public cooperation, aiming to expedite land clearance and ensure project progress.

Determined to complete key tasks

According to Huynh Van Minh, Deputy Director of the Lam Dong Provincial Land Fund Development Center, overall assessments show that both expressway projects have largely completed the approval of compensation plans, despite the large workload and wide scope of impact.

The Bao Loc–Lien Khuong Expressway is recording positive progress, with compensation payments exceeding 40 percent of the total value, while the Tan Phu–Bao Loc Expressway has entered an acceleration phase, focusing on resolving legal obstacles and land disputes.
