Lam Dong Speeds Up Public Investment Disbursement

After seven months of implementation, public investment disbursement across communes and wards in Lam Dong's central region has shown mixed results. With only five months remaining to meet its 2026 targets, Lam Dong is accelerating public investment disbursement by removing administrative bottlenecks and ensuring allocated funds are quickly translated into completed projects.

Fast-Tracking Procedures to Match Rising Capital Allocations

While some localities have maintained strong progress, others have seen their overall disbursement rates decline after receiving additional capital allocations in late June and July.

The situation underscores the need to shorten project preparation timelines and rapidly translate newly allocated funds into construction progress and actual disbursement.

Reports from local authorities show that, as of July 30, 2026, localities that proactively prepared projects, completed administrative procedures and launched construction early had achieved encouraging results.

At Dam Rong 4 Commune, the total public investment plan reached VND 13.36 billion. By the end of July, the commune had disbursed VND 11.79 billion, equivalent to 88% of the annual target. Disbursement reached 91.5% for 2026 allocations and 85% for capital carried over from 2025.

Khong Huu Kien, Chairman of the People's Committee of Dam Rong 4 Commune, attributed the results to regular monitoring of each project, close supervision of contractors and the timely completion of payment documentation as soon as construction volumes were verified. Several projects have already been completed, while ongoing works are being closely supervised to prevent delays between completed work and payment.

Similarly, D'Ran Commune has disbursed VND 18.791 billion for locally managed projects, achieving 64.9% of its allocated budget. Disbursement reached 99.58% for carry-over funds under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas and 98.7% for outstanding construction debt payments from 2025.

In contrast, several localities received substantial additional funding only in late June and late July, causing their total investment plans to increase significantly while leaving insufficient time to complete legal procedures before disbursement could begin.

For example, Duc Trong Commune was allocated VND 71.969 billion, including VND 37.5 billion in additional provincial funding, of which VND 31.5 billion was allocated on July 27. By July 31, the commune had disbursed VND 26.702 billion, equivalent to 37.1% of its total allocation. Excluding the newly assigned capital, disbursement for projects prepared since the beginning of the year reached 62%.

According to Luu Trung Duong, Chairman of the People's Committee of Duc Trong Commune, the greatest challenge lies in the newly allocated capital, as projects must complete investment procedures, contractor selection and contract signing before implementation can begin.

The commune has classified each project individually, identifying deadlines for administrative procedures, groundbreaking schedules and monthly disbursement targets to facilitate close monitoring and implementation.

Likewise, Da Huoai 2 Commune received an additional VND 15 billion in two allocations in late June and July, increasing its total investment plan to VND 26.058 billion. By the end of July, disbursement stood at VND 7.056 billion, or 27.08%, with all disbursed capital coming from the original allocation made at the beginning of the year, representing 65.8% of that funding.

These figures indicate that lower disbursement rates in some localities largely stem from the late allocation of additional capital. Nevertheless, with only five months remaining in 2026, local authorities must accelerate investment procedures, speed up disbursement and turn allocated funds into tangible project progress.

Ensuring Capital Does Not Wait for Paperwork

In Ninh Gia Commune, the province allocated VND 7 billion on June 30 to a single project. By the end of July the commune had selected a contractor, signed the construction contract and completed procedures for a 30% advance payment.

According to Vo Huu Xuan, Chairman of the People's Committee of Ninh Gia Commune, the locality has prioritized taking every administrative step immediately after funding is allocated while closely coordinating with consultants and contractors to minimize delays between project stages.

Early contractor selection, contract signing and completion of advance-payment procedures provide a solid foundation for construction progress and increased disbursement in the coming months.

Across many communes, the most common bottlenecks remain the time required for preparing, reviewing and approving project documents, selecting contractors, signing contracts, conducting project acceptance and completing payment procedures. Some projects also continue to face challenges related to land clearance, construction material supplies or documentation adjustments following the reorganization of local government.

Addressing these issues, Vo Ngoc Hiep, Member of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, called on local authorities to maintain a sense of urgency and determination, closely review every project and funding source, and establish weekly and monthly implementation schedules.

He emphasized that heads of local governments must directly oversee implementation and take responsibility for disbursement outcomes.

For projects where contractors have already been selected, investors must promptly sign contracts, complete advance payments and begin construction. Once work volumes are completed, project owners should immediately conduct acceptance procedures and finalize payment documentation to ensure that capital disbursement is not delayed by administrative procedures.

Local authorities must realistically assess contractors' capacity, take action against underperforming contractors in accordance with regulations and replace them whenever legal conditions permit. Commune and ward People's Committees should also report to Party committees and Standing Boards to ensure comprehensive leadership over public investment disbursement.

The remaining five months of 2026 will be decisive for public investment disbursement at the commune level across Lam Dong. As administrative bottlenecks are removed, project implementation is accelerated and allocated capital is put to effective use, public investment will play a more effective role in promoting socio-economic development and improving people's quality of life.
