Lam Dong steps up monitoring of toll collection at BOT projects

Lam Dong Vice Chairman Nguyen Hong Hai directed provincial departments, agencies, and local authorities hosting toll stations to strengthen the reconciliation, inspection, and supervision of revenue collection and toll operations at transport BOT projects under the province's authority.

Under the directive, the Departments of Construction, Finance, and Science and Technology have been tasked with strengthening inspections and oversight of toll collection activities at BOT stations. The move aims to ensure toll collection is conducted transparently and in compliance with regulations.

The provincial government also instructed the Department of Construction to guide local authorities in coordinating with investors and project operators to review and verify the list of vehicles eligible for toll discounts. The review will be based on existing regulations issued by the Vietnam Road Administration on toll reductions for vehicles operating near toll stations following administrative boundary adjustments.

In addition, local authorities have been asked to step up public communication on road-use fee policies and facilitate travel for residents and vehicle owners passing through toll stations. Cross-checking vehicle owner information against the National Population Database is also encouraged to ensure eligible beneficiaries receive toll exemptions or discounts in accordance with regulations.

According to the Vietnam Road Administration, following the implementation of National Assembly Resolution No. 202/2025/QH15 on provincial administrative restructuring, many localities and BOT operators sought guidance on maintaining toll discount policies for residents and businesses located near toll stations affected by boundary changes.

The agency noted that the discount policy has helped balance the interests of the State, investors, and local communities, while contributing to stable, transparent, and safe toll collection operations. The policy has also helped minimize disruptions for residents living and conducting business near toll stations.

The current toll discount policy will remain in place, preserving existing beneficiaries and discount zones around toll stations. Investors and project operators are required to coordinate with local authorities in updating administrative unit names following the restructuring process, while ensuring that the rights and benefits of eligible road users remain unaffected.

The province's latest directive is expected to strengthen oversight of BOT toll collection activities, improve transparency in revenue management, and ensure the continued implementation of support policies for local residents.
