The Lam Dong Provincial People's Committee has launched a project to promote grassroots cultural movements and activities, placing residents at the center, for the 2026-2030 period.

Putting Residents at the Heart of Grassroots Culture

The project calls for coordinated and consistent implementation from the provincial level to grassroots communities, ensuring transparency, openness and cost-effectiveness while avoiding duplication. It also seeks to promote residents' role as key stakeholders in managing, utilizing and operating grassroots cultural institutions, recognizing them as the central participants in cultural activities, as creators, organizers and beneficiaries of cultural values.

By improving the effectiveness of emulation movements, promoting a cultural way of life and expanding cultural, artistic and sports activities at the grassroots level, the project will contribute to preserving and promoting traditional cultural values, developing new-style rural areas and building more civilized urban areas. It will also promote green cultural standards and lifestyles, environmental protection and sustainable development.

Through these efforts, the project aims to create favorable conditions for residents to access, participate in, create and enjoy cultural and artistic products, thereby improving their spiritual well-being.

Ambitious Cultural Participation Goals by 2030

By 2030, the province aims for more than 40% of the population to regularly participate in physical exercise and sports in accordance with prescribed criteria.

By 2030, Lam Dong aims for 95% of households to be recognized and maintain the title of Cultural Family, while 98% of villages, hamlets and residential groups are expected to achieve and maintain the title of Cultural Village, Hamlet or Residential Group. The province also aims for 70% of residential communities to establish and effectively implement the "Bright - Green - Clean - Beautiful Residential Community" model.

The province aims for more than 40% of the population to regularly participate in physical exercise and sports in accordance with prescribed criteria. Most commune-level administrative units are expected to promote practical and flexible cultural activities, with grassroots communities and residents at the center.

Lam Dong also aims for 80% of residents to participate in and enjoy cultural activities, including listening to and watching national and local radio and television channels; 30% of residents to develop reading habits and skills in accessing and using information and knowledge; and 15% of residents to access and use digital library services.

The project aims to bring about a strong shift in awareness and action among authorities, sectors and residents regarding the role of grassroots culture. It seeks to strengthen residents' role as the central actors in creating, organizing and enjoying cultural activities; preserve and promote the cultural identities of different ethnic groups; build a healthy cultural environment; strengthen national unity; and contribute to the sustainable development of new-style rural areas and civilized urban areas.
