Lam Dong targets full site clearance for three expressway projects this August
Lam Dong Province has set an ambitious target to complete land clearance for all three key expressway projects within August, while accelerating construction progress and public investment disbursement, Chairman of the Provincial People's Committee Ho Van Muoi said during a province-wide online conference on Monday afternoon.

An online conference reviewing the progress of three major expressway projects was held on August 3 under the chairmanship of Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee.
The meeting was attended by Le Trong Yen, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee; Vo Ngoc Hiep, Vice Chairman of the Provincial People's Committee; leaders of provincial departments, local authorities and project management boards.

Tan Phu – Bao Loc project reaches 19% of 2026 disbursement target
Project Management Board No. 1 reported on the implementation of the two PPP expressway projects: Tan Phu – Bao Loc and Bao Loc – Lien Khuong.

The Tan Phu – Bao Loc Expressway is approximately 66 kilometers long, including about 55 kilometers within Lam Dong Province. The project has a total investment of VND 18.002 trillion and is being developed by Son Hai Group Co., Ltd. under the PPP model. It is scheduled to be completed and put into operation in the fourth quarter of 2027.

As of July 27, 2026, the project had affected 958 landholders, covering approximately 401.97 hectares. Compensation plans had been approved for 856 of 950 households (90%), while 473 households had received compensation totaling more than VND 534 billion.
About 120.44 hectares, or 30% of the required land area, had been handed over to the investor. The remaining land is expected to be transferred during the third quarter of 2026.

Construction officially began on December 19, 2025. The investor has established five construction camps and material storage sites, mobilized 68 pieces of equipment and 110 personnel, and opened seven construction fronts. Since large-scale construction only began in July 2026, no completed work has yet been certified for payment.
Regarding investment capital, the project's 2026 capital allocation totals VND 2.432 trillion. To date, VND 467.2 billion has been disbursed, equivalent to 19.21% of the annual plan. Cumulative disbursement since 2025 has reached VND 1.079 trillion out of VND 3.132 trillion, or 34.46%.

Bao Loc – Lien Khuong maintains stronger implementation pace
The Bao Loc – Lien Khuong Expressway stretches approximately 73.62 kilometers, with a total investment of VND 17.718 trillion. The project is being implemented by a consortium of T&T Group, FUTA Group and Phuong Thanh Group, with completion targeted for the fourth quarter of 2027.
As of July 28, 2026, the project had affected 2,538 landholders involving approximately 621.13 hectares. Compensation plans had been approved for 2,451 of 2,527 households (97%), while 2,043 households had received compensation totaling more than VND 2.402 trillion.
A total of 471.34 hectares, representing 75.88% of the required land area, has already been handed over, with the remainder scheduled for transfer during the third quarter of 2026.

The project broke ground on June 29, 2025, and unexploded ordnance clearance has been completed. Contractors have mobilized 13 construction fronts, 149 workers and 75 machines, with work underway on overpasses, the Tan Chau and Phu Hoi interchanges, and multiple roadbed sections.
The project's 2026 capital plan amounts to VND 1.171 trillion, of which VND 413.6 billion has been disbursed, reaching 35.32% of the annual target. Total disbursement since 2025 has reached VND 3.160 trillion out of VND 3.917 trillion, equivalent to 80.66%.

Project Management Board No. 1 also updated the progress of the Da Huoai Resettlement Area, which serves households affected by the Tan Phu – Bao Loc Expressway.
Covering 12.58 hectares with 140 residential plots, the project has a total investment of approximately VND 151 billion. Construction has reached about 60% completion and is expected to be finished later this year.

Gia Nghia – Chon Thanh project faces funding and land acquisition challenges
Project Management Board No. 3 reported on the implementation of Component Projects 2 and 4 of the Gia Nghia – Chon Thanh Expressway.
Component Project 2, which includes frontage roads and overpasses, has a total investment of approximately VND 338 billion. However, construction progress remains slow after adjustments to the technical design of the main expressway project forced several work packages to be suspended. Some sections also overlap with areas designated for bauxite exploration.
Component Project 4, covering land acquisition, compensation and resettlement, has made steadier progress. More than 108 hectares of land have been handed over, accounting for about one-third of the route, while approximately 65% of the 2026 capital plan has been disbursed.
Authorities noted that updated provincial compensation rates for land and crops are expected to increase the project's compensation costs by around VND 180 billion, requiring an adjustment to the total investment budget.

To maintain implementation progress, Project Management Board No. 3 proposed reallocating approximately VND 90 billion in unused capital from Component Project 2 to Component Project 4 to accelerate compensation payments and resettlement during the third quarter of 2026.
During the discussion, Standing Vice Chairman Le Trong Yen and Vice Chairman Vo Ngoc Hiep addressed a number of outstanding issues related to land acquisition, the relocation of technical infrastructure and the pace of capital disbursement.
Province orders all agencies to "work day and night" to meet August deadline
Concluding the conference, Chairman of the Provincial People's Committee Ho Van Muoi stressed that time was running out and called on all agencies, local authorities, project management boards and contractors to take greater responsibility for resolving the remaining bottlenecks.

He acknowledged that both capital disbursement and land clearance remain behind schedule, requiring local governments to review each commune and every section of the projects, while maintaining direct dialogue with affected residents to resolve outstanding issues.

All agencies and localities must accelerate implementation, work day and night if necessary, and mobilize every available resource to complete land clearance for the expressway projects within August.

The Chairman also instructed project management boards to coordinate closely with contractors so that construction could begin immediately on sections where clean land had already been handed over.
Investors and construction contractors were urged to accelerate implementation, maximize the use of both central and provincial funding, fulfill the 2026 capital disbursement targets, and ensure that all three strategic expressway projects remain on track for completion in the fourth quarter of 2027.
