The Provincial People’s Council has issued a Resolution on socio-economic development tasks for 2026, setting a target of economic growth of 10% or higher- a figure that reflects Lam Dong’s aspiration to rise further and affirms the strong political determination of the province’s entire political system.

Breakthroughs in a New Context

In recent years, Lam Dong has made persistent efforts to overcome numerous difficulties and challenges. Global economic fluctuations, pressures to transform the growth model, and increasingly stringent requirements for development quality have posed significant challenges. In addition, internal bottlenecks in infrastructure, human resources, and administrative reform continue to present complex problems.

At the end-of-year regular session in 2025, the Provincial People’s Council deliberated and approved the Resolution on development tasks for 2026, setting an economic growth target of 10% or more, along with 12 key groups of core indicators. Alongside these challenges, Lam Dong possesses rare and distinctive advantages. The key issue lies in how to harness these advantages more effectively and sustainably.

The Resolution clearly defines objectives, targets, solutions, and responsibilities, providing an important legal framework for the entire political system to act in unison. The growth target of over 10% is the result of careful assessments of the province’s potential, development space, and implementation capacity. It also demonstrates a spirit of bold thinking, decisive action, and accountability—prerequisites for achieving breakthroughs in the current context.

Mr. Luu Van Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, emphasized that the overarching requirement is to remain steadfast in the goal of fast and sustainable development, closely aligned with the Central Government’s guiding viewpoints and the Resolution of the Provincial Party Congress for the term 2025-2030. The implementation of the socio-economic development plan for 2026 and the 2026-2030 period is identified as a critical foundation for realizing the province’s development strategy throughout the term.

According to the Chairman of the Provincial People’s Council, breakthroughs must begin with key growth pillars: high-tech, ecological, and smart agriculture; green, circular, and high-tech industry; tourism as a driving economic sector; and the acceleration of major public investment projects- particularly expressways and regional connectivity infrastructure.

Deepening the Economic Structure

For many years, Lam Dong has enjoyed relatively stable development, but the limitations of its traditional growth model have gradually become apparent. Agriculture remains a core pillar, yet the need to enhance added value and pursue green, sustainable development is increasingly urgent. Tourism holds great potential but has yet to be fully developed in depth, with a lack of truly distinctive products capable of generating strong spillover effects. Industry, services, the urban economy, and the digital economy still have ample room for growth.

Therefore, the Resolution on tasks for 2026 is not merely about achieving a growth figure; more importantly, it sets the direction for a qualitative breakthrough in development. This entails a decisive shift from extensive to intensive growth; from resource exploitation to the promotion of knowledge, technology, and innovation; and from administrative management to modern development governance.

Breakthroughs also require removing long-standing bottlenecks, including regional and inter-regional transport infrastructure, administrative procedure reform, the investment and business environment, and the quality of human resources. Once these constraints are addressed, social resources can be mobilized more effectively, and the confidence of businesses and citizens will be strengthened, creating a powerful impetus for growth.

All objectives and targets ultimately aim to improve the material and spiritual well-being of the people. Breakthroughs are not merely about growth statistics, but about tangible improvements in quality of life, as well as increased trust and expectations among the population regarding the future of their homeland.

Accordingly, the Resolution places strong emphasis on harmonious development between economic and social goals, between urban and rural areas, and between growth and social security. When people truly benefit from development outcomes, they become active stakeholders, accompanying the authorities in achieving major objectives.

A Call to Action for a New Development Phase

The year 2026 opens a new chapter filled with opportunities as well as challenges. In this context, the Provincial People’s Council’s adoption of a resolution targeting economic growth of over 10% serves as a call to action: Lam Dong cannot be complacent with past achievements, nor can it afford to lag behind in the development race. It also supports the development of interconnected urban systems and distinctive eco-tourism, resort, and cultural zones, thereby creating a unified, integrated, efficient, and sustainable development space in line with regional development orientations and modern governance thinking established by the Central Government.
